Course Outline

Day 1: Foundational Legal Framework and Policy Context

Objectives:
• Explain the constitutional and legislative basis for firearms control in South Africa.
• Identify key provisions of the Firearms Control Act (Act 60 of 2000) and related regulations.
• Describe the roles and responsibilities of the SAPS in firearms administration.
• Understand the ethical and professional standards required for handling firearms processes.

• Overview of the Firearms Control Act and its objectives.
• Constitutional context: right to life, security, and property.
• SAPS National Instruction on Firearms Control.
• Categories of firearms and licensing requirements.
• Key stakeholders: SAPS, CFR, accredited associations, and dealers.
• Ethical considerations and code of conduct for firearms officials.
• Introduction to the National Firearms Register and record-keeping.

Day 2: Application and Licensing Procedures

Objectives:
• Process firearm license applications in accordance with prescribed procedures.
• Evaluate competency certificates and supporting documentation.
• Conduct background checks and assess applicant suitability.
• Apply correct procedures for renewals, amendments, and cancellations.

Topics:
• Step-by-step application process: forms, fees, and supporting documents.
• Competency certificates: requirements, training providers, and validity.
• Background checks: criminal record, mental health, and domestic violence indicators.
• Interview techniques for applicant assessment.
• License categories: self-defence, occasional hunting, sports shooting, etc.
• Renewal procedures and timeframes.
• Amendments to licenses and endorsements.
• Cancellation and surrender of licenses.

Day 3: Compliance, Inspections, and Enforcement

Objectives:
• Conduct compliance inspections of firearm dealers, ranges, and owners.
• Identify and respond to non-compliance and illegal activities.
• Apply procedures for seizure, forfeiture, and destruction of firearms.
• Manage temporary authorizations and permits.

Topics:
• Inspection protocols: premises, storage, and record books.
• Safe storage requirements: safes, alarms, and ammunition separation.
• Dealing with expired licenses and unlicensed firearms.
• Seizure procedures: documentation, safekeeping, and chain of custody.
• Forfeiture and destruction processes.
• Temporary authorizations: permits for events, repair, and export/import.
• Handling complaints and tip-offs related to firearms.
• Role of the SAPS in crime prevention through firearms control.

Day 4: Integrated Practical Application and Assessment

Objectives:
• Simulate end-to-end firearms control processes in a policing environment.
• Complete documentation and record-keeping accurately.
• Apply problem-solving skills to complex scenarios.
• Demonstrate professional communication with applicants and stakeholders.

Topics:
• Practical exercises: processing a complete license application.
• Mock inspections of a dealer and a private collection.
• Case studies: handling appeals, objections, and revocations.
• Role-play: interacting with difficult applicants and legal representatives.
• Data capturing and verification in the Firearms Register.
• Final assessment: written test and practical demonstration.
• Review of common errors and best practices.
• Course wrap-up and Q&A session.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
