Target Audience

This course is designed for fishing enforcement officers, conservation officials, and fishery monitors responsible for overseeing fishing activities in designated limited areas such as small lakes, rivers, or coastal zones.

Course Outline

Day 1: Introduction to Fishing Practices and Legal Framework

Objectives:
• Understand the purpose and scope of basic fishing practices enforcement in limited areas.
• Identify key national and provincial legislation governing fishing activities.
• Recognize the roles and responsibilities of enforcement officers.
• Describe the concept of limited areas and why they require special enforcement.

Topics:
• Overview of fisheries management and conservation.
• Relevant legislation: Marine Living Resources Act, provincial ordinances.
• Definition and examples of limited areas (e.g., marine protected areas, estuaries).
• Code of conduct for enforcement officers.
• Ethical considerations and community relations.
• Introduction to permits, licenses, and quotas.
• Basic terminology: bag limits, size limits, closed seasons.
• Case studies of common violations in limited areas.

Day 2: Patrol Techniques and Observation Skills

Objectives:
• Plan and conduct effective patrols in limited areas.
• Apply observation and surveillance techniques to detect non-compliance.
• Use appropriate personal protective equipment and patrol gear.
• Document observations accurately in field notes and logs.

Topics:
• Types of patrols: foot, vehicle, vessel, and aerial.
• Patrol planning: risk assessment, route selection, timing.
• Observation skills: identifying suspicious behavior, recognizing illegal gear.
• Use of binoculars, cameras, GPS, and communication devices.
• Safety protocols during patrols.
• Recording evidence: note-taking, photography, chain of custody.
• Interacting with fishers: communication and de-escalation techniques.
• Reporting procedures and forms.

Day 3: Inspection Procedures and Evidence Handling

Objectives:
• Conduct lawful inspections of fishing gear, catches, and permits.
• Identify common violations such as undersized fish, over-quota catches, and prohibited gear.
• Handle and preserve evidence according to legal standards.
• Prepare accurate inspection reports and statements.

• Legal authority to inspect: powers of entry, search, and seizure.
• Step-by-step inspection process: approach, identification, request for documents.
• Examining fishing gear: types, legal specifications, modifications.
• Measuring and identifying fish species, checking size and bag limits.
• Documenting violations: photographs, measurements, witness statements.
• Seizure procedures: tagging, storage, and custody.
• Completing inspection forms and incident reports.
• Court preparation: giving evidence, testifying.

Day 4: Enforcement Actions, Conflict Resolution, and Practical Integration

Objectives:
• Apply appropriate enforcement actions for various violations.
• Use conflict resolution and communication skills to manage confrontations.
• Integrate all skills in a simulated enforcement scenario.
• Evaluate personal performance and identify areas for improvement.

Topics:
• Range of enforcement actions: verbal warnings, written warnings, fines, arrests.
• Issuing fines and notices: procedures and documentation.
• Conflict resolution techniques: active listening, negotiation, de-escalation.
• Dealing with hostile individuals and crowd control.
• Role-play scenarios: routine inspection, violation detection, confrontation.
• Debriefing and feedback on simulation.
• Review of key legal and procedural points.
• Course assessment and certification requirements.

Practicals

Overview

Practical sessions are integral to this course, allowing learners to apply patrol, inspection, and enforcement techniques in realistic settings. These hands-on exercises build confidence and competence in using equipment, following procedures, and managing interactions with fishers.

Practical Activities
  • Patrol Simulation — Learners conduct a foot patrol in a designated limited area (e.g., coastal reserve) to identify potential violations and practice observation and documentation. (4h)
  • Inspection Drill — Learners perform mock inspections of fishing gear and catches, measuring fish, checking permits, and identifying violations. (4h)
  • Conflict Resolution Role-Play — Learners engage in simulated confrontations with uncooperative fishers, practicing de-escalation and communication skills. (3h)
  • Integrated Enforcement Scenario — A full-cycle simulation combining patrol, inspection, evidence handling, and enforcement action, followed by debriefing. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
