Description

This course equips learners with the knowledge and skills to assist community members in accessing health and social services in accordance with their health-related human rights. Participants will learn to identify service barriers, facilitate referrals, and advocate for equitable access within the South African healthcare context.

Target Audience

Community health workers, social auxiliary workers, and volunteers who engage with communities to support access to health and social services. Also suitable for entry-level practitioners in NGOs, government departments, and community-based organisations.

Course Outline

Day 1: Foundations of Community Health Rights and Service Access

Objectives:
• Understand the constitutional and legal framework for health rights in South Africa
• Identify key barriers to healthcare access in underserved communities
• Describe the roles of community health workers in facilitating service access
• Recognise the principles of patient-centred care and informed consent

Topics:
• South African Constitution and Bill of Rights: health as a right
• National Health Act and Patients' Rights Charter
• Social determinants of health and equity
• Common barriers: geographic, financial, cultural, and systemic
• Role of community health workers and outreach teams
• Informed consent, confidentiality, and patient advocacy
• Overview of primary healthcare services and referral pathways

Day 2: Navigating Health Systems and Support Mechanisms

Objectives:
• Map local health service points and referral networks
• Develop skills to assist clients with clinic registration and benefit applications
• Apply communication techniques for health education and empowerment
• Identify support mechanisms for vulnerable groups (e.g., chronic illness, disability, pregnancy)

Topics:
• Structure of South African public health system: clinics, CHCs, district hospitals
• Referral protocols and continuity of care
• Assisting with NHI registration, chronic medication refills, and adherence
• Communication: active listening, health literacy, and cultural sensitivity
• Support for vulnerable groups: maternal health, TB/HIV, mental health, disability
• Basic counselling and crisis intervention principles
• Documentation and record-keeping for service access assistance

Day 3: Practical Integration and Community Engagement

Objectives:
• Simulate real-world scenarios of assisting clients to access health services
• Develop action plans for community health rights awareness campaigns
• Evaluate ethical dilemmas in health service access assistance
• Demonstrate teamwork and referral coordination in a simulated environment

Topics:
• Case studies: assisting clients with denied services, language barriers, or discrimination
• Ethical decision-making: balancing advocacy with professional boundaries
• Community health education and rights awareness strategies
• Interprofessional collaboration and referral follow-up
• Monitoring and evaluation of service access interventions
• Developing a personal action plan for community practice

Practicals

9 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions enable learners to apply knowledge in simulated community health scenarios, practising client intake, referral coordination, and health rights education under supervision. These hands-on activities build confidence and competence in real-world service access assistance.

Practical Activities
  • Client Intake and Barrier Assessment — Learners role-play client interviews to identify barriers (e.g., lack of documents, transport, language) and complete a service access plan. (3h)
  • Referral and Follow-up Simulation — Using a simulated health system map, learners practice making referrals to appropriate facilities and tracking follow-up actions. (3h)
  • Community Health Rights Awareness Session — Learners design and deliver a short health rights talk to a simulated community group, using simple language and visual aids. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
