Description

This course equips learners with the knowledge and skills to apply chemical, biological and radiological countermeasures in emergency response and security contexts. Participants will learn to identify CBR threats, implement protective measures, and decontaminate personnel and equipment effectively. The course ensures compliance with South African health and safety regulations and prepares individuals to respond safely to CBR incidents.

Course Outline

Day 1: Introduction to CBRN Threats and Countermeasures

Objectives:
• Define chemical, biological, radiological, and nuclear threats and their characteristics
• Identify the historical context and current relevance of CBRN incidents
• Explain the principles of CBRN countermeasures and their application
• Recognise the legal and regulatory framework governing CBRN response in South Africa

Topics:
• Overview of CBRN agents: types, properties, and effects
• Historical CBRN events and lessons learned
• National and international CBRN response frameworks
• Introduction to CBRN risk assessment and management
• Roles and responsibilities of responders
• Basic principles of personal protective equipment (PPE)

Day 2: Chemical Agent Identification and Detection

Objectives:
• Classify chemical agents by physiological effect and persistence
• Describe methods for chemical agent detection and identification
• Explain the principles of sampling and field testing
• Interpret detection equipment readings and alarms

Topics:
• Chemical agent categories: nerve, blister, blood, choking, incapacitating
• Physical and chemical properties affecting dispersion
• Detection technologies: M8 paper, M9 tape, chemical agent monitors
• Sampling techniques and chain of custody
• Decontamination fundamentals for chemical agents
• Practical demonstration: using chemical detection equipment

Day 3: Biological Agent Identification and Detection

Objectives:
• Differentiate between biological agents: bacteria, viruses, toxins, and rickettsiae
• Understand biological agent dissemination methods and incubation periods
• Describe detection and identification technologies for biological threats
• Apply principles of biological sampling and transport

Topics:
• Categories of biological agents: A, B, and C
• Routes of exposure and infection control
• Detection methods: PCR, ELISA, biosensors
• Environmental and clinical sampling procedures
• Biological agent decontamination strategies
• Practical demonstration: using biological detection kits

Day 4: Radiological and Nuclear Threat Management

Objectives:
• Understand the properties of ionising radiation and its health effects
• Describe radiological and nuclear threat scenarios
• Operate radiation detection instruments correctly
• Apply principles of time, distance, and shielding for protection

Topics:
• Types of radiation: alpha, beta, gamma, neutron
• Units of measurement: sievert, gray, becquerel
• Radiation detection instruments: Geiger-Müller counters, scintillators
• Radiological dispersal devices (dirty bombs) and improvised nuclear devices
• Radiation survey techniques and dose rate mapping
• Practical demonstration: using radiation survey meters

Day 5: Personal Protective Equipment and Decontamination

Objectives:
• Select appropriate PPE for different CBRN scenarios
• Demonstrate correct PPE donning and doffing procedures
• Describe decontamination methods for personnel, equipment, and environment
• Apply incident command principles during a CBRN event

Topics:
• Levels of PPE: A, B, C, D
• Respiratory protection: SCBA, APR, PAPR
• Skin protection: encapsulating suits, gloves, boots
• Decontamination corridor setup and procedures
• Mass casualty decontamination considerations
• Practical exercise: PPE donning/doffing and decontamination drill

Day 6: CBRN Incident Response and Scene Management

Objectives:
• Apply the CBRN incident response framework: recognition, notification, response
• Establish and manage incident zones (hot, warm, cold)
• Coordinate with emergency services and specialised response teams
• Conduct triage and medical management of CBRN casualties

Topics:
• Incident command system for CBRN events
• Scene assessment and security
• Triage algorithms: START, SMART, CBRN-specific
• Antidotes and medical countermeasures
• Evidence preservation and forensic considerations
• Practical exercise: simulated CBRN incident response

Day 7: Integration, Planning, and Capstone Exercise

Objectives:
• Integrate knowledge and skills from all previous days into a comprehensive response plan
• Develop a CBRN contingency plan for a local facility or event
• Demonstrate proficiency in equipment operation and decontamination procedures
• Evaluate response effectiveness through after-action review

• CBRN risk assessment methodology
• Developing standard operating procedures (SOPs)
• Multi-agency coordination and communication
• After-action review and continuous improvement
• Capstone practical exercise: full-scale CBRN scenario

Overview

Hands-on practicals are essential to develop proficiency in CBRN detection equipment operation, PPE use, decontamination procedures, and incident response coordination. These sessions allow learners to apply theoretical knowledge in realistic scenarios, ensuring they can perform critical tasks safely and effectively.

Practical Activities
  • Chemical Detection Equipment Operation — Learners operate M8 paper, M9 tape, chemical agent monitors, and other detection devices in simulated chemical environments. (4h)
  • Biological Sampling and Detection — Learners practice biological sample collection using swabs and collection kits, and use portable detection systems to identify biological agents. (4h)
  • Radiation Survey and Monitoring — Learners use Geiger-Müller counters and scintillation detectors to perform radiation surveys, map contamination zones, and apply time-distance-shielding principles. (4h)
  • PPE Donning, Doffing, and Decontamination — Learners practice donning and doffing Level A and Level B PPE, and participate in a decontamination corridor drill for personnel and equipment. (4h)
  • Integrated CBRN Incident Response Exercise — Learners participate in a full-scale simulation of a CBRN incident, integrating detection, PPE, decontamination, triage, and scene management. (8h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
