This course equips correctional services personnel with the knowledge and skills to manage admission, transfer, and release procedures in compliance with South African legislation and departmental policies. Day 1: Introduction to Correctional Services and Legal Framework

Objectives:
• Understand the role and mandate of the Department of Correctional Services (DCS).
• Identify key legislation governing admissions, transfers, and releases.

• Distinguish between different types of admissions (sentenced, unsentenced, awaiting trial).

• The Correctional Services Act (Act 111 of 1998) and relevant regulations.
• Inmate rights and responsibilities.
• Categories of inmates: sentenced, unsentenced, awaiting trial.
• Admission types: new admissions, readmissions, transfers.

• Roles of admissions officer, case officer, and head of correctional centre.

Day 2: Admission Procedures – Initial Processing

Objectives:
• Describe the step-by-step admission process.
• Complete admission forms accurately.
• Conduct initial health and risk assessments.
• Identify contraband and security threats during admission.

• Admission workflow: reception, search, documentation, health screening.
• Completing the Admission and Discharge Register (DCS 01).
• Personal property inventory and safekeeping procedures.

• Searching techniques for contraband (physical and electronic).
• Issuing of inmate uniform and personal items.
• Orientation of new inmates: rules, routines, and rights.

Day 3: Admission Procedures – Documentation and Records Management

• Manage inmate case files and records.
• Use the Integrated Justice System (IJS) and Offender Rehabilitation Path (ORP).
• Verify identification and court documents.
• Ensure data integrity and confidentiality.

• Inmate case file structure: sections and contents.
• Electronic records: IJS, ORP, and DCS databases.
• Verification of court orders, warrants, and sentence details.
• Handling missing or incomplete documentation.
• Data entry standards and error correction.
• Confidentiality and access control.
• Archiving and retention policies.
• Auditing records for compliance.

Day 4: Transfer Procedures – Planning and Authorization

Objectives:
• Explain reasons for inmate transfers.
• Describe the transfer authorization process.
• Assess transfer risks and security requirements.
• Coordinate with receiving institutions.

• Types of transfers: inter-centre, inter-provincial, special transfers.
• Grounds for transfer: security, medical, judicial, administrative.
• Transfer application forms and approval chain.
• Risk assessment for transfer: security classification, escape risk.
• Medical fitness for transfer.

Day 5: Transfer Procedures – Execution and Documentation

• Execute a transfer safely and securely.

• Manage inmate property and records during transfer.
• Handle incidents during transfer.

• Escort protocols: number of escorts, restraints, vehicle security.

Day 6: Release Procedures – Types and Eligibility

Objectives:
• Identify different types of release (expiry, parole, remission, etc.).
• Calculate release dates and eligibility criteria.
• Understand parole board processes.
• Explain conditions of release.

• Types of release: expiry of sentence, parole, day parole, medical parole, remission.
• Sentence calculation: start date, remission, time served.
• Parole eligibility: minimum detention period, parole board review.
• Parole conditions: supervision, reporting, restrictions.
• Medical parole: criteria, application, medical reports.
• Special remissions and presidential pardons.
• Release on bail for awaiting trial inmates.
• Role of the Case Management Committee (CMC).

Day 7: Release Procedures – Pre-Release Preparation and Documentation

• Prepare inmates for release.
• Complete pre-release documentation.
• Coordinate with community corrections.
• Manage property and finances.

• Documentation: release order, discharge certificate, identification.

Day 8: Release Execution and Post-Release Procedures

• Release of sentenced inmates: expiry, parole, medical parole.
• Release of unsentenced inmates: bail, acquittal, withdrawal.
• Emergency releases: court orders, habeas corpus.
• Release documentation: discharge register, release certificate.
• Post-release records: updating IJS, case file closure.
• Reporting to Community Corrections.
• Recidivism data and feedback loops.

Day 9: Integrated Case Management and Practical Application

Objectives:
• Apply admission, transfer, and release procedures in a simulated environment.
• Manage a complete inmate lifecycle from admission to release.
• Use case management software.
• Demonstrate compliance with legal and procedural requirements.

• Case study: walkthrough of an inmate from admission to release.
• Simulated admission: documentation, health screening, risk assessment.
• Simulated transfer: planning, execution, documentation.
• Simulated release: pre-release, execution, post-release.
• Using ORP and IJS for case management.

Overview

Practicals provide hands-on experience in admission, transfer, and release procedures. Learners practice documentation, searching, escorting, and using case management systems in realistic scenarios.

Practical Activities
  • Admission Simulation — Learners process a simulated inmate through the full admission procedure, including reception, search, health screening, and documentation. (8h)
  • Transfer Simulation — Learners plan and execute a simulated transfer, including risk assessment, escort procedures, and documentation. (8h)
  • Release Simulation — Learners manage a simulated release, covering pre-release preparation, execution, and post-release documentation. (8h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
