This course equips learners with the knowledge to identify, classify, and handle explosive ordnances safely. It covers legal requirements, risk assessment, and emergency procedures to ensure workplace safety in environments where explosive ordnances may be present.

Security personnel, military support staff, explosive ordnance disposal (EOD) assistants, and safety officers in industries such as mining, construction, and defense who require foundational knowledge of explosive ordnances.

Course Outline

Day 1: Introduction to Explosive Ordnance and Safety Principles

Objectives:
• Define explosive ordnance and its categories.
• Understand the legal and regulatory framework for explosive ordnance in South Africa.
• Identify key safety principles and risk management concepts.
• Recognize the importance of standard operating procedures (SOPs).

Topics:
• What is explosive ordnance: types, classifications, and characteristics.
• Legislation and regulations: SAQA, SANS, and relevant Acts.
• Fundamental safety concepts: hierarchy of controls, risk assessment.
• Standard operating procedures (SOPs) and their role in safety.
• Introduction to personal protective equipment (PPE).
• Case studies of incidents and lessons learned.

Day 2: Explosive Ordnance Identification and Characteristics

Objectives:
• Identify different types of explosive ordnance by appearance and markings.
• Understand the physical and chemical properties of explosives.
• Describe the functioning of fuzes, primers, and detonators.
• Apply identification techniques using reference materials.

Topics:
• Classification of explosives: high, low, and propellants.
• Identification features: colour coding, markings, and packaging.
• Chemical properties: sensitivity, stability, and compatibility.
• Components: fuzes, detonators, boosters, and main charges.
• Practical identification exercises with inert samples.
• Storage and compatibility groups.

Day 3: Handling, Transportation, and Storage of Explosive Ordnance

Objectives:
• Apply safe handling procedures for explosive ordnance.
• Understand transportation regulations and packaging requirements.
• Describe storage facility requirements and safety distances.
• Implement inventory control and documentation procedures.

Topics:
• Safe handling techniques: do's and don'ts.
• Transportation regulations: SANS 10228 and ADR requirements.
• Packaging, labelling, and loading/unloading procedures.
• Storage design: magazines, bunkers, and safety distances.
• Inventory management: records, audits, and stocktaking.
• Emergency procedures for spills or accidents.

Day 4: Risk Assessment and Safety Management Systems

Objectives:
• Conduct a risk assessment for explosive ordnance activities.
• Develop and implement safety management systems (SMS).
• Understand human factors and their impact on safety.
• Apply incident reporting and investigation techniques.

Topics:
• Risk assessment methodology: hazard identification, risk analysis, and evaluation.
• Safety management systems: policy, planning, implementation, and review.
• Human factors: fatigue, complacency, and communication.
• Incident reporting: procedures and documentation.
• Investigation techniques: root cause analysis and corrective actions.
• Emergency response planning and drills.

Day 5: Disposal and Demilitarization Procedures

Objectives:
• Describe methods for disposal of explosive ordnance.
• Understand demilitarization processes and environmental considerations.
• Identify roles and responsibilities in disposal operations.
• Apply safety protocols during disposal activities.

Topics:
• Disposal methods: open burning, open detonation, and incineration.
• Demilitarization: dismantling, recycling, and waste management.
• Environmental impact and mitigation measures.
• Roles and responsibilities: EOD operators, safety officers, and supervisors.
• Safety protocols: exclusion zones, PPE, and communication.
• Case studies of disposal operations.

Day 6: Practical Integration and Assessment

Objectives:
• Demonstrate competence in explosive ordnance safety procedures.
• Perform a simulated risk assessment and implement controls.
• Conduct a practical handling and storage exercise.
• Complete a written assessment covering all course content.

• Review of key concepts and integration.
• Simulated risk assessment exercise.
• Practical handling and storage drill.
• Tabletop exercise: emergency response scenario.

Practicals

Overview

Hands-on practicals reinforce theoretical knowledge through supervised exercises in ordnance identification, handling, storage, and risk assessment. Learners apply SOPs and safety protocols using inert ordnance, ensuring competence in real-world scenarios.

Practical Activities
  • Ordnance Identification and Inspection — Learners identify and inspect inert explosive ordnance samples, using reference materials to determine type, condition, and compatibility. (4h)
  • Safe Handling and Transportation — Learners practice safe lifting, carrying, and loading of inert ordnance, and prepare packaging for transportation according to regulations. (4h)
  • Storage and Inventory Management — Learners arrange inert ordnance in a simulated magazine, apply segregation rules, and perform inventory checks. (4h)
  • Risk Assessment and Emergency Response — Learners conduct a risk assessment for a given scenario and participate in a simulated emergency response drill. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
