Description

This course equips correctional facility staff with the skills to effectively manage inmate complaints and requests in accordance with South African legislative and regulatory frameworks. Participants will learn to apply fair, transparent, and procedurally just processes that uphold the rights of inmates while maintaining institutional order and security.

Course Outline

Day 1: Foundations of Inmate Complaint Management

Objectives:
• Understand the legal and policy framework for inmate complaints in South Africa.
• Identify the types and sources of inmate complaints and requests.
• Recognise the importance of effective complaint management for correctional facility safety and rehabilitation.

Topics:
• Overview of the Correctional Services Act and relevant regulations.
• Categories of inmate complaints: health, treatment, conditions, and rights.
• The role of the Independent Correctional Centre Visitor (ICCV) and other oversight bodies.
• Principles of procedural fairness and natural justice.
• Common challenges in complaint handling within correctional environments.

Day 2: Complaint Receipt and Initial Assessment

Objectives:
• Establish a systematic process for receiving and recording inmate complaints.
• Apply criteria to assess the validity, urgency, and severity of complaints.
• Differentiate between informal requests and formal complaints requiring investigation.

Topics:
• Setting up complaint submission channels: written, verbal, and through representatives.
• Documentation standards: complaint forms, registers, and electronic systems.
• Triage protocols: categorising complaints by nature and risk level.
• Initial assessment: screening for frivolous or vexatious complaints vs. genuine issues.
• Communication with inmates: acknowledging receipt and setting expectations.

Day 3: Investigation and Resolution Strategies

Objectives:
• Conduct fair and thorough investigations into inmate complaints.
• Employ conflict resolution and mediation techniques appropriate for correctional settings.
• Develop resolution options that balance inmate needs with institutional security.

Topics:
• Investigation procedures: gathering evidence, interviewing parties, and maintaining confidentiality.
• Conflict resolution models: interest-based negotiation and restorative practices.
• Decision-making frameworks: evaluating findings and determining outcomes.
• Writing clear and justifiable responses to complainants.
• Referral mechanisms: when to escalate to higher authorities or external bodies.

Day 4: Record-Keeping, Monitoring, and Reporting

Objectives:
• Maintain accurate and secure records of all complaints and requests.
• Monitor trends and patterns to identify systemic issues.
• Prepare reports for management and oversight bodies on complaint resolution outcomes.

Topics:
• Data management systems: manual and digital record-keeping best practices.
• Confidentiality and privacy considerations in inmate complaint records.
• Trend analysis: tracking recurring issues and root causes.
• Reporting formats: internal reports, quarterly summaries, and annual returns.
• Using data to inform policy improvements and staff training needs.

Day 5: Integration, Ethics, and Continuous Improvement

Objectives:
• Apply ethical principles in handling sensitive complaints and requests.
• Develop a personal action plan for implementing best practices in their facility.
• Evaluate the effectiveness of complaint management processes through feedback and review.

Topics:
• Ethical dilemmas: balancing inmate rights with institutional security and staff safety.
• Cultural sensitivity and respect for diversity in complaint handling.
• Case studies: real-world scenarios and group problem-solving.
• Continuous improvement: conducting audits and revising procedures.
• Creating a supportive organisational culture for complaint management.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
