Course Outline

Day 1: Foundations of Service Dog Handling and Crime Deterrence

Objectives:
• Understand the legal framework and ethical responsibilities of a service dog handler.
• Identify the roles and capabilities of trained service dogs in crime deterrence.
• Recognize basic canine behaviour and communication signals.
• Apply foundational handling techniques and safety protocols.

Topics:
• Overview of SAQA unit standard 243190 and relevant legislation.
• The service dog as a deterrent: principles and limitations.
• Canine behaviour basics: stress signals, aggression, and calmness.
• Handler-dog relationship: trust, leadership, and bonding.
• Safety protocols: gear handling, public awareness, and emergency procedures.
• Introduction to equipment: harness, leash, muzzle, and bite sleeve.
• Daily health checks and record-keeping.

Day 2: Advanced Handling and Obedience Control

Objectives:
• Execute advanced obedience commands in various environments.
• Maintain control during high-distraction scenarios.
• Apply precision handling techniques for deterrence positioning.
• Assess and respond to environmental hazards.

Topics:
• Advanced obedience: heel, sit-stay, down-stay, and recall under distraction.
• Loose-leash walking and directional control.
• Positioning for maximum deterrent effect: blocking, shadowing, and facing.
• Handling in crowded or confined spaces.
• Dealing with sudden noises, moving vehicles, and other animals.
• Use of voice, hand signals, and clicker for instant corrections.
• Scenario-based drills for obedience reliability.

Day 3: Deterrence Tactics and Public Interaction

Objectives:
• Apply deterrent postures and movements to discourage unwanted behaviour.
• Manage public interactions safely and professionally.
• Recognize and de-escalate potential threats using dog presence.
• Execute controlled aggression commands on cue.

Topics:
• Deterrence tactics: stand-off, approach, and retreat patterns.
• The role of the handler's demeanour and verbal commands.
• Public interaction protocols: answering questions, managing approaches.
• De-escalation techniques: using dog as a visual deterrent without physical contact.
• Controlled aggression: bark, hold, and release commands.
• Legal limits: when force is justified and documentation requirements.
• Role-play: deterring suspicious persons and handling confrontations.

Day 4: Scenario-Based Training and Risk Assessment

Objectives:
• Conduct risk assessments for different environments and situations.
• Respond to simulated crime scenarios with appropriate dog-handler tactics.
• Coordinate with security personnel and law enforcement.
• Apply first aid and emergency procedures for handler and dog.

Topics:
• Risk assessment frameworks: site surveys, threat levels, and response plans.
• Simulated scenarios: theft, trespass, assault, and crowd disturbance.
• Coordination with security teams: communication codes and handover.
• Emergency procedures: dog-injury first aid, handler self-defence, and retreat.
• Use of barriers and environmental features for protection.
• Debriefing and incident reporting.

Day 5: Integration, Assessment, and Certification Preparation

Objectives:
• Integrate all skills in a comprehensive final exercise.
• Demonstrate competence in handling, deterrence, and safety.
• Complete a written knowledge assessment.
• Prepare for unit standard assessment and continued professional development.

Topics:
• Final integrated scenario: multi-threat environment with public interaction.
• Assessment criteria review: handling, control, deterrence, and professionalism.
• Mock assessment with feedback.
• Written test: theory, law, and ethics.
• Handler-dog wellness: stress management and long-term care.
• Certification pathways and record-keeping requirements.
• Course evaluation and action plan for ongoing training.

Overview

Practical sessions form the core of this course, allowing learners to apply handling techniques, obedience control, and deterrence tactics in realistic scenarios. Supervised practice ensures safe and effective skill development for real-world crime deterrence.

Practical Activities
  • Basic Handling and Obedience Drills — Learners practice foundational commands (sit, stay, heel, recall) with their dogs in a controlled environment, focusing on timing and consistency. (4h)
  • Advanced Handling and Distraction Training — Learners work their dogs through high-distraction scenarios involving noise, crowds, and other animals, refining precision and focus. (4h)
  • Deterrence Tactics and Public Interaction Role-Play — Learners simulate deterrence scenarios (blocking, shadowing, bark command) and manage public interactions with role-players acting as suspicious persons or curious bystanders. (4h)
  • Integrated Scenario and Final Assessment — Learners navigate a multi-threat environment requiring risk assessment, deterrence, obedience, and coordination with a security team. Assessors evaluate competence. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
