Description

This course equips learners with the knowledge and skills to effectively represent the Department of Defence in a host country, whether in a residential or non-residential capacity. It covers diplomatic protocols, cultural sensitivity, and strategic communication to ensure successful defence representation abroad. Learners will gain the competence to navigate complex international environments and uphold South Africa's defence interests.

Target Audience

This course is designed for military and civilian personnel of the South African Department of Defence who are or will be deployed in a host country, including defence attachés, support staff, and advisors serving in embassies or other diplomatic missions.

Course Outline

Day 1: Introduction to Defence Representation in Host Country Residential Capacity

Objectives:
• Understand the role and responsibilities of defence representatives in a host country.
• Identify key legal frameworks governing diplomatic and defence representation.

• Outline the course structure and learning outcomes.

Day 3: Host Country Political and Security Environment

Overview

Practical sessions provide hands-on experience in key areas such as security surveys, crisis management, diplomatic protocol, and reporting. Learners apply theoretical knowledge to realistic scenarios, developing essential skills for effective defence representation in a host country.

Practical Activities
  • Security Survey of a Residential Property — Learners conduct a comprehensive security survey of a mock residence, identifying vulnerabilities and recommending countermeasures. (8h)
  • Crisis Management Tabletop Exercise — Teams respond to a simulated crisis (e.g., political unrest, natural disaster) by implementing contingency plans and coordinating with host country authorities. (12h)
  • Diplomatic Protocol and Networking Simulation — Learners participate in a mock diplomatic reception, practising protocol, etiquette, and networking skills with role-players. (8h)
  • Reporting and Briefing Exercise — Learners draft a situation report and deliver a formal briefing to a simulated senior official, receiving feedback on clarity and accuracy. (10h)
  • Capstone Integrated Scenario — A full-day scenario combining all course elements: learners manage a simulated defence representation office, handling security, protocol, crisis, and reporting tasks. (7h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
