Description

This course equips learners with the knowledge and skills to develop and implement a community-based rehabilitation programme. It focuses on participatory approaches, stakeholder engagement, and sustainable programme design within the South African context.

Course Outline

Day 1: Introduction to Community Based Rehabilitation (CBR)

Objectives:
• Understand the historical and philosophical foundations of CBR
• Identify key stakeholders and their roles in CBR programmes
• Describe the principles of community participation and empowerment
• Recognise the relationship between CBR and primary health care

Topics:
• Definition and evolution of CBR
• The WHO CBR Matrix and its components
• Principles of community participation and empowerment
• Roles of persons with disabilities, families, and communities
• Overview of disability rights and legislation in South Africa

Day 2: Needs Assessment and Community Profiling

Objectives:
• Conduct a community needs assessment for disability-related services
• Develop a community profile using participatory methods
• Identify barriers and facilitators to inclusion
• Prioritise needs based on available resources

Topics:
• Participatory Rural Appraisal (PRA) techniques
• Data collection tools: surveys, focus groups, observation
• Mapping community resources and gaps
• Analysing and prioritising needs
• Ethical considerations in community research

Day 3: Programme Planning and Design

Objectives:
• Formulate a logical framework for a CBR programme
• Set SMART goals and objectives
• Design activities that address identified needs
• Develop a monitoring and evaluation plan

• Logical Framework Approach (LFA)
• Writing SMART objectives
• Activity planning and resource allocation
• Risk assessment and mitigation strategies
• Introduction to monitoring and evaluation (M&E)

Day 4: Implementation Strategies and Stakeholder Engagement

Objectives:
• Develop strategies for effective implementation
• Engage with stakeholders including government, NGOs, and disabled people’s organisations
• Build community ownership and leadership
• Manage partnerships and collaboration

• Stakeholder mapping and engagement plans
• Community mobilisation and advocacy
• Building partnerships with local health, education, and social services
• Volunteer training and management
• Conflict resolution in community settings

Day 5: Monitoring, Evaluation, and Quality Improvement

Objectives:
• Design M&E frameworks for CBR programmes
• Collect and analyse programme data
• Use findings for quality improvement
• Report outcomes to stakeholders

• Indicators and data sources
• Data collection methods: interviews, case studies, records
• Data analysis and interpretation
• Feedback loops and adaptive management
• Reporting and documentation standards

Day 6: Sustainability and Exit Strategies

Objectives:
• Plan for long-term sustainability of CBR programmes
• Develop exit strategies that minimise disruption
• Build local capacity and resource mobilisation
• Integrate CBR into existing systems

• Sustainability frameworks and models
• Capacity building and training of local staff
• Resource mobilisation and fundraising
• Advocacy for policy change
• Transition planning and handover processes

Day 7: Integration, Reflection, and Action Planning

Objectives:
• Synthesise learning from the week
• Develop an action plan for a CBR programme
• Present and receive feedback on programme proposals
• Reflect on personal and professional growth

Practicals

24 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions are essential to apply theoretical knowledge in real-world contexts. Learners will practice needs assessment, programme design, M&E data collection, and stakeholder engagement through field visits and simulated exercises.

Practical Activities
  • Community Profiling Exercise — Learners visit a local community to conduct a participatory needs assessment using observation, interviews, and mapping. (6h)
  • Logical Framework Design Workshop — In groups, learners design a logical framework for a hypothetical CBR programme based on the community profile data. (6h)
  • Stakeholder Engagement Role-Play — Learners simulate a stakeholder meeting to negotiate roles and resources for a CBR programme. (4h)
  • M&E Data Collection Simulation — Using case scenarios, learners collect and analyse M&E data using interviews and record review. (4h)
  • Action Plan Presentation — Groups present their complete CBR programme plan including sustainability and exit strategies. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
