Course Outline

Day 1: Foundations of Islamic Political Thought and Governance

Objectives:
• Understand the core principles of Islamic political theory, including Tawheed, Khilafah, and Shura.
• Identify the primary sources of Islamic governance: Qur'an, Sunnah, Ijma, and Qiyas.
• Explain the concept of justice (Adl) and its role in governance structures.
• Distinguish between Islamic and secular political systems in terms of sovereignty and legitimacy.

• Introduction to Islamic political system: key terminology and historical context.
• Tawheed as the foundation of political authority and sovereignty of Allah.
• Concept of Khilafah (vicegerency) and the role of the Ummah in governance.
• Shura (consultation) as a principle for decision-making.
• Justice (Adl) and its implementation in governance.
• Primary sources of Islamic law and governance methods.
• Comparison with Western secular political frameworks.
• Case studies: early Islamic state under Prophet Muhammad (PBUH) and the Rashidun Caliphs.

Day 2: Governance Structures and Institutional Frameworks

Objectives:
• Analyze the structure of Islamic governance institutions: executive, judiciary, and legislative roles.
• Evaluate the concept of Bay'ah (pledge of allegiance) and its role in leadership legitimacy.
• Describe the functions of Shura councils and mechanisms for accountability.
• Examine the role of the judiciary (Qada) and principles of Islamic legal procedure.

Topics:
• The three branches of government in Islamic political theory: Amir (executive), Shura (legislative/consultative), and Qada (judiciary).
• Bay'ah: conditions, forms, and implications for leadership.
• Qualifications and responsibilities of a leader (Khalifah/Imam).
• Shura councils: composition, selection, and decision-making processes.
• Accountability mechanisms: Hisbah (ombudsman) and complaint procedures.
• Islamic judiciary: independence, qualifications of judges, and sources of law.
• Rights and duties of citizens in an Islamic state: protection of life, property, and religion.
• Modern applications: adapting classical models to contemporary nation-states.

Day 3: Contemporary Challenges and Practical Integration

Objectives:
• Apply Islamic governance principles to modern political challenges such as democracy, human rights, and pluralism.
• Critically assess the compatibility of Islamic political systems with international law and governance standards.
• Develop strategies for implementing Islamic governance principles within existing legal and political frameworks.
• Evaluate case studies of contemporary Islamic political movements and their governance models.

Topics:
• Islamic governance and democracy: points of convergence and divergence.
• Human rights in Islam: dignity, equality, and freedom within a Sharia framework.
• Pluralism and the rights of non-Muslim minorities (dhimmi and citizenship models).
• Economic governance: principles of justice in wealth distribution and public finance (Zakat, Bait-ul-Mal).
• Case study: governance models in countries like Saudi Arabia, Iran, and Malaysia.
• Challenges of implementing Islamic governance in secular states.
• Practical steps for integrating Shura, accountability, and justice in organizational or community governance.
• Course wrap-up: synthesis of key learnings and action planning for application.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
