This course equips learners with the skills to conduct comprehensive security threat assessments for installation purposes. Course Outline

Day 1: Foundations of Security Threat Assessment

Objectives:
• Understand the legal and regulatory framework for security threat assessments in South Africa
• Define key concepts: threat, vulnerability, risk, and consequence
• Identify the roles and responsibilities of a security threat assessor
• Recognise different types of security threats (natural, human, technical)
• Explain the importance of a systematic assessment methodology

Topics:
• Introduction to SAQA unit standard 244315 and relevant legislation (e.g., PSIRA, NSSF)
• Core terminology: threat, vulnerability, risk, and countermeasure
• Categories of security threats: criminal, terrorist, insider, environmental
• Overview of assessment models (e.g., CARVER, OCTAVE, NIST)
• Ethical and professional conduct in threat assessment
• Principles of confidentiality and information handling
• Case study: impact of poor threat assessment

Day 2: Threat Identification and Data Collection

Objectives:
• Apply structured methods to identify potential threats to an installation
• Gather and analyse threat intelligence from multiple sources
• Conduct a site survey and document physical security weaknesses
• Evaluate human factors: personnel vetting, access control, and insider threats
• Use checklists and templates to standardise data collection

Topics:
• Threat intelligence sources: open-source, law enforcement, industry reports
• Site survey techniques: perimeter, entry points, critical assets
• Vulnerability assessment of physical security systems (fencing, lighting, CCTV)
• Cyber-physical convergence: threats to SCADA, IoT, and control systems
• Human threat profiling: disgruntled employees, social engineering
• Documentation methods: photographs, diagrams, and threat registers
• Practical exercise: conduct a mock site survey

Day 3: Risk Analysis and Prioritisation

Objectives:
• Calculate risk levels using qualitative and quantitative methods
• Prioritise threats based on likelihood and impact
• Apply risk matrices and scoring systems to installation contexts
• Identify existing countermeasures and evaluate their effectiveness
• Produce a risk assessment report with actionable recommendations

Topics:
• Risk calculation: likelihood × impact = risk level
• Qualitative vs. quantitative risk analysis techniques
• Using risk matrices (e.g., 5×5, 3×3) for prioritisation
• Countermeasure gap analysis: what is missing or inadequate
• Cost-benefit analysis for proposed security upgrades
• Writing clear, concise risk assessment reports
• Group exercise: complete a risk assessment for a given scenario

Day 4: Mitigation Strategies and Final Assessment

Objectives:
• Develop threat mitigation strategies tailored to the installation
• Understand emergency response and business continuity integration
• Present findings and recommendations to stakeholders
• Demonstrate competence through a comprehensive practical assessment
• Reflect on continuous improvement and review cycles

Topics:
• Mitigation hierarchy: deter, detect, delay, respond, recover
• Designing layered security: physical, technical, and procedural controls
• Integration with emergency plans and disaster management
• Stakeholder communication and presentation skills
• Reviewing and updating threat assessments over time
• Final assessment: complete a full threat assessment for a simulated installation
• Course wrap-up and feedback

Overview

Practical sessions are integral to this course, enabling learners to apply threat assessment methodologies in realistic scenarios. Learners conduct site surveys, analyse risks, and present mitigation plans, reinforcing theoretical knowledge through hands-on practice.

Practical Activities
  • Site Survey and Threat Identification — Learners conduct a mock site survey of a simulated installation, documenting physical security weaknesses and potential threat sources. (4h)
  • Risk Analysis and Report Writing — Learners analyse collected data using risk matrices, calculate risk levels, and produce a professional risk assessment report. (4h)
  • Final Integrated Practical Assessment — Learners complete a comprehensive threat assessment for a new simulated installation, including survey, analysis, and presentation of mitigation strategies. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
