• Explain the role of vehicle identification in road safety and law enforcement.

• Overview of vehicle identification: VIN, engine number, chassis number.
• South African legislative framework: National Road Traffic Act, SANS standards.
• Regulatory bodies: eNaTIS, SAPS, RTMC, and their functions.
• Classification of vehicles: passenger, commercial, off-road, special purpose.
• Importance of vehicle identification in accident investigation and crime prevention.
• Case studies: common identification errors and their impact.

Day 2: Understanding VIN Structure and Decoding

Objectives:
• Decode a Vehicle Identification Number (VIN) according to international standards.
• Identify the World Manufacturer Identifier (WMI), Vehicle Descriptor Section (VDS), and Vehicle Identifier Section (VIS).
• Apply VIN decoding to determine vehicle make, model, year, and plant.
• Recognise common VIN fraud indicators.
• Practice decoding VINs from various manufacturers.

Topics:
• ISO 3779 and SAE J853 standards for VIN structure.
• Breakdown of VIN characters: WMI, VDS, VIS.
• Country and manufacturer codes for South African vehicles.
• Check digit calculation and verification.
• VIN fraud: tampering, cloning, and how to detect.
• Practical exercise: decode 10 VINs from different vehicles.

Day 3: Alternative Identification Numbers and Marking Locations

Objectives:
• Locate and interpret engine numbers, chassis numbers, and body numbers.
• Identify secondary identification markers such as compliance plates and barcodes.
• Understand the use of microdots and other anti-theft technologies.
• Apply techniques for finding hidden or altered identifiers.
• Record identification data accurately using standard forms.

• Chassis number locations on various vehicle structures.
• Compliance plates: data fields and South African requirements.
• Microdot technology: application and verification.
• Hidden VINs: locations on modern vehicles.

Day 4: Vehicle Identification in Practice: Law Enforcement and Compliance

Objectives:
• Apply vehicle identification methods during traffic stops and inspections.
• Use eNaTIS and other databases to verify vehicle identity.
• Identify discrepancies between physical identifiers and official records.
• Document findings for legal proceedings.
• Understand procedures for seized and impounded vehicles.

• eNaTIS system: querying vehicle records and interpreting results.
• Conducting a roadside verification check.
• Recognising altered or counterfeit identification plates.
• Legal documentation: affidavit statements and evidence handling.
• Procedures for vehicles with missing or tampered IDs.
• Role-play: traffic stop scenario with identification check.

Day 5: Advanced Identification Techniques and Forensic Analysis

Objectives:
• Apply forensic methods to restore and examine tampered VINs.
• Use chemical and mechanical restoration techniques.
• Analyse microscopic features of identification plates.
• Differentiate between original and replacement parts with ID numbers.
• Compile a forensic report for court purposes.

• VIN restoration: chemical etching, magnetic particle inspection.
• Examination of stamped and embossed characters.
• Microscopic analysis of plate manufacturing marks.
• Identification of component parts: VIN on engine, transmission, etc.
• Forensic report writing: structure and evidentiary standards.

Day 6: Special Cases: Imported, Rebuilt, and Vintage Vehicles

Objectives:
• Identify vehicles imported into South Africa and verify conformity.
• Understand identification requirements for rebuilt and custom-built vehicles.
• Decode identification numbers on vintage and classic cars.
• Apply regulations for vehicles with non-standard or missing IDs.
• Use international databases for cross-border verification.

• Imported vehicles: VIN validation against foreign and local records.
• Rebuilt vehicles: identification after structural changes.

• Prepare for the formal assessment and receive feedback.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
