Course Outline

Day 1: Introduction to Cargo and Stores Transfer Operations

Objectives:
• Understand the scope and importance of cargo and stores transfer supervision
• Identify relevant legislation, codes, and standards governing transfer operations
• Describe the roles and responsibilities of a supervisor in transfer operations
• Recognize different types of cargo and stores and their handling requirements
• Explain basic safety principles and risk management in transfer operations

• Overview of cargo and stores transfer in maritime and logistics contexts
• Legal framework: OHS Act, SANS codes, and international regulations
• Supervisor responsibilities: planning, coordination, and compliance
• Classification of cargo: general, bulk, hazardous, and special cargo
• Safety fundamentals: hazard identification, risk assessment, and control measures
• Introduction to documentation: transfer plans, manifests, and checklists

Day 2: Planning and Preparation for Transfer Operations

Objectives:
• Develop a comprehensive transfer plan considering cargo type and environmental factors
• Assess and prepare equipment and resources required for safe transfers
• Coordinate with relevant stakeholders: crew, shore personnel, and authorities
• Conduct pre-transfer inspections and ensure compliance with safety protocols
• Prepare and verify documentation and permits for transfer operations

• Equipment selection and inspection: cranes, hoses, pumps, and securing gear
• Environmental considerations: weather, sea state, and spill prevention

Day 3: Supervising Safe Transfer Execution

• Monitor transfer operations to ensure adherence to the transfer plan
• Implement safety controls and respond to emergencies during transfers
• Oversee proper cargo handling, stowage, and securing procedures
• Maintain effective communication with the transfer team and bridge
• Manage deviations and unexpected events while maintaining safety

• Emergency response: spill containment, fire, and personnel injury procedures
• Cargo handling methods: lifting, lashing, and loading/unloading techniques
• Communication protocols: radio, hand signals, and alarm systems

Day 4: Post-Transfer Procedures and Quality Assurance

Objectives:
• Conduct post-transfer inspections and verify cargo condition and stowage
• Complete and file all required documentation and reports
• Evaluate the efficiency and safety of the transfer operation
• Identify areas for improvement and implement corrective actions
• Understand the importance of debriefing and lessons learned

• Post-transfer checks: cargo condition, equipment status, and cleanliness
• Documentation: transfer reports, incident forms, and equipment logs

Day 5: Advanced Supervision, Compliance, and Integration

• Apply advanced supervisory skills in complex transfer scenarios
• Ensure compliance with environmental and safety regulations
• Integrate knowledge from all days into a comprehensive supervision plan
• Demonstrate leadership and decision-making in simulated exercises
• Prepare for assessment and certification requirements

Overview

Practical sessions are essential to develop hands-on supervisory skills in cargo and stores transfer operations. Learners will engage in simulated transfer exercises, equipment inspections, and emergency response drills to apply theoretical knowledge in realistic scenarios.

Practical Activities
  • Practical 1: Equipment Inspection and Pre-Transfer Checks — Learners inspect cranes, hoses, pumps, and securing gear, completing pre-transfer checklists and identifying defects. (4h)
  • Practical 2: Supervised Cargo Transfer Simulation — In a simulated transfer environment, learners supervise the loading/unloading of cargo, applying communication protocols and safety controls. (6h)
  • Practical 3: Emergency Response Drill — Learners lead an emergency response drill for a spill or fire scenario during a transfer operation, including containment and reporting. (3h)
  • Practical 4: Post-Transfer Inspection and Debrief — Learners conduct post-transfer inspections, evaluate operation performance, and lead a debrief session with the team. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
