Day 2: Conference Structures and Procedures

• Describe the structure of a multilateral conference

Day 3: Rules of Procedure and Decision-Making

Objectives:
• Apply rules of procedure in simulated settings
• Distinguish between consensus, voting, and other decision-making methods
• Understand the concept of 'no-action motions' and 'right of reply'
• Analyse the impact of procedural tactics on outcomes

Day 4: Negotiation Theories and Strategies

• Explain key negotiation theories relevant to multilateral settings
• Identify distributive and integrative bargaining approaches
• Understand the role of interests, positions, and BATNA
• Apply negotiation strategies to diplomatic scenarios

Day 5: Communication and Persuasion in Negotiations

Day 6: Coalition Building and Bloc Politics

• Major blocs: G77, EU, African Group, etc.

Day 7: Drafting and Language in Diplomatic Documents

• Draft clear and precise diplomatic texts
• Use appropriate language and terminology
• Understand the role of brackets, footnotes, and alternative texts
• Edit and revise draft resolutions and decisions

• Structure of resolutions, decisions, and declarations
• Precision and ambiguity in diplomatic language
• Bracketing, alternative texts, and compromise language
• Drafting techniques: preambular and operative paragraphs

Day 8: Role of International Law in Multilateral Conferences

Day 15: Simulation Preparation and Strategy Development

• Prepare for a full-day multilateral conference simulation
• Develop negotiation strategies based on country/actor briefs
• Draft opening statements and negotiation positions
• Coordinate within delegation teams

Day 16: Full-Day Multilateral Conference Simulation

• Apply all learned skills in a realistic simulation

Day 17: Reflection, Assessment, and Professional Development

Practicals

68 hours of practicals To be conducted online or on-campus or in-house
Overview

The practicals component consists of three intensive sessions designed to simulate real multilateral conferences. Learners will apply rules of procedure, negotiation strategies, and drafting skills in realistic scenarios, receiving feedback to reinforce learning.

Practical Activities
  • Practical 1: Rules of Procedure and Drafting Exercise — Learners participate in a mock committee session to practice applying rules of procedure and drafting resolution paragraphs. (16h)
  • Practical 2: Coalition Building and Negotiation Simulation — Learners form delegations and negotiate a complex issue (e.g., climate finance) requiring coalition building and package deals. (24h)
  • Practical 3: Full-Day Multilateral Conference Simulation — A full-day simulation of a multilateral conference from opening plenary to adoption of a final document, integrating all skills. (28h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
