This course provides a comprehensive overview of the regulatory framework and key bodies governing the aviation industry in South Africa and internationally. Learners will gain the ability to demonstrate and apply an understanding of relevant regulations, standards, and organizational roles, ensuring compliance and operational safety.
This course is designed for aviation professionals, including pilots, air traffic controllers, ground staff, and aviation managers, who need to understand and apply regulatory requirements in their daily operations.

Objectives:
• Understand the purpose and history of aviation regulation
• Identify key international aviation bodies (ICAO, IATA, etc.)
• Explain the Chicago Convention and its annexes
• Describe the roles of national authorities (e.g., SACAA)
• Differentiate between regulatory, advisory, and industry standards

• Why regulate aviation? Safety, security, and economic factors
• Overview of international law: Chicago Convention (1944)
• ICAO structure, standards, and recommended practices (SARPs)
• IATA and its role in industry standards
• National aviation authorities: SACAA, FAA, EASA, CASA

• Introduction to South African Civil Aviation Regulations (CARs)
• Overview of ICAO Annexes relevant to operations

• Analyse the structure of South African Civil Aviation Regulations (CARs)
• Understand the roles of ICAO, IATA, and regional bodies (e.g., AFCAC)
• Explain the relationship between international and national regulations
• Identify key regulatory documents: AIC, CATS, and technical standards
• Describe the functions of aviation safety oversight bodies

• Deep dive into CARs and their parts (e.g., Part 91, 121, 135)
• Civil Aviation Technical Standards (CATS) and their application

• Prepare for regulatory audits and inspections

• Maintenance organisation approvals (Part 145) and airworthiness
• Personnel licensing and medical requirements
• Airport certification and security regulations
• Environmental regulations and noise standards
• Safety management systems (SMS) as a regulatory requirement
• Enforcement actions: fines, suspensions, and revocations
• Mock audit exercise: identifying compliance gaps
The practicals reinforce theoretical knowledge through hands-on exercises in interpreting regulations, completing compliance checklists, and conducting simulated regulatory audits. Learners apply CARs and CATS to real-world scenarios, developing skills in regulatory analysis and documentation.
Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.
Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.
Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.
On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.
