Description

This course equips supervisors in the construction industry with the skills to oversee the procurement, use, and storage of equipment and materials. Learners will gain the ability to manage resources efficiently, ensure compliance with safety and quality standards, and minimize waste and costs.

Course Outline

Day 1: Introduction to Procurement and Storage in Construction

Objectives:
• Understand the role of procurement and storage in construction projects
• Identify key legislation and standards governing construction materials
• Recognise the responsibilities of a supervisor in materials management
• Differentiate between types of construction materials and their storage requirements

Topics:
• Overview of the construction supply chain
• Relevant legislation: OHSA, SANS 10400, NHBRC requirements
• Supervisor's duties in procurement and storage
• Classification of construction materials
• Basic principles of inventory management
• Introduction to procurement processes
• Storage conditions for different materials
• Health and safety considerations

Day 2: Procurement Planning and Supplier Selection

Objectives:
• Develop a procurement plan aligned with project schedules
• Evaluate and select suppliers based on quality, cost, and delivery
• Understand tender processes and contract documentation
• Apply ethical procurement practices

Topics:
• Procurement planning: quantity take-offs and lead times
• Supplier evaluation criteria: ISO 9001, B-BBEE, past performance
• Request for quotations (RFQ) and tender processes
• Contract types: fixed price, cost-plus, and supply agreements
• Ethical procurement: conflict of interest, transparency
• Documentation: purchase orders, delivery notes, invoices
• Quality assurance of procured materials
• Cost management and budgeting

Day 3: Receiving and Inspection of Materials

Objectives:
• Implement receiving procedures to ensure accuracy and quality
• Conduct visual and dimensional inspections of common construction materials
• Use sampling and testing methods for compliance
• Document and report non-conformances

• Receiving process: check against order, quantity, condition
• Inspection techniques for aggregates, cement, steel, timber
• Sampling methods: random, stratified, and composite
• Testing: slump test, cube test, moisture content
• Non-conformance reporting (NCR) and corrective actions

Day 4: Storage Principles and Techniques

• Apply best practices for storing different construction materials
• Design storage layouts to maximise space and minimise waste
• Implement FIFO and stock rotation methods
• Ensure safety and security in storage areas

• Storage conditions: temperature, humidity, ventilation
• Material-specific storage: cement silos, rebar racks, timber sheds
• Layout planning: access, labelling, segregation
• Inventory control: bin cards, stock levels, reorder points
• FIFO and LIFO methods
• Security measures: fencing, lighting, access control
• Housekeeping and waste management
• Fire prevention and spill containment

Day 5: Inventory Management and Stock Control

Objectives:
• Use inventory management systems to track stock movements
• Conduct stock takes and reconcile discrepancies
• Analyse inventory data to optimise stock levels
• Minimise losses due to theft, damage, or obsolescence

• Inventory management software: barcoding, RFID
• Cycle counting vs. annual stocktake
• Reorder point and economic order quantity (EOQ)
• ABC analysis of inventory
• Managing slow-moving and obsolete stock
• Loss prevention: theft, damage, expiry
• Reporting: stock reports, variance analysis
• Integration with procurement and project schedules

Day 6: Health, Safety, and Environmental Compliance

Objectives:
• Identify hazards associated with material storage and handling
• Implement safety measures to prevent accidents
• Ensure compliance with environmental regulations
• Conduct risk assessments and toolbox talks

• Hazard identification: manual handling, hazardous substances, stacking
• Personal protective equipment (PPE) requirements
• Safe stacking and racking procedures
• Hazardous material storage: flammable liquids, chemicals
• Environmental regulations: waste disposal, spill response
• Risk assessment methodology
• Toolbox talks on storage safety
• Emergency procedures and first aid

Day 7: Supervisory Skills and Practical Integration

Objectives:
• Lead and motivate a team in procurement and storage tasks
• Monitor performance and provide feedback
• Integrate all aspects of materials management into project workflows
• Prepare for unit standard assessment

• Performance monitoring: KPIs for storage and procurement

Practicals

Overview

The practicals reinforce theoretical knowledge through hands-on activities in receiving, inspection, storage layout, inventory counting, and safety compliance. Learners apply procedures using sample materials, tools, and documentation to develop competence in supervising procurement and storage.

Practical Activities
  • Practical 1: Receiving and Inspection of Materials — Learners receive simulated deliveries of aggregates, cement, and steel, then inspect quantities and quality using checklists and basic tests. (5h)
  • Practical 2: Storage Layout and Material Handling — Learners design a storage layout for a given site, then physically arrange materials (bags, bars, pipes) following safe stacking and segregation rules. (5h)
  • Practical 3: Stock Counting and Inventory Reconciliation — Learners conduct a cycle count of stored materials, compare with stock records, and reconcile discrepancies using inventory sheets. (4h)
  • Practical 4: Hazard Identification and Risk Assessment in Storage Areas — Learners inspect a simulated storage yard, identify hazards (e.g., unstable stacks, spills, blocked exits), and complete a risk assessment form. (4h)
  • Practical 5: Integrated Procurement and Storage Simulation — Learners work in teams to manage a mini-project: plan procurement, receive materials, store correctly, and maintain inventory records over a simulated week. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
