Description

This course equips service delivery professionals with the knowledge and skills to effectively support victims of crime and violence within their scope of work. Participants will learn to apply victim empowerment principles, provide appropriate referrals, and maintain professional boundaries while delivering trauma-informed services.

Target Audience

This course is designed for frontline service providers, including social workers, police officers, healthcare workers, and community development practitioners who interact with victims in their daily roles.

Course Outline

Day 1: Understanding Victim Empowerment and the Service Delivery Context

Objectives:
• Define victim empowerment and its relevance in service delivery
• Identify different types of victimisation and their impacts
• Understand the legal and policy framework for victim support in South Africa
• Recognise the roles and responsibilities of service delivery professionals
• Apply basic principles of trauma-informed care

Topics:
• Introduction to victim empowerment: concepts and principles
• Types of victimisation: crime, domestic violence, sexual assault, hate crimes
• The impact of victimisation: physical, emotional, social, and economic
• Legal framework: Victims' Charter, Domestic Violence Act, Sexual Offences Act
• Policy context: Department of Social Development guidelines, SAPS protocols
• Roles of service delivery professionals: police, social workers, health workers, educators
• Principles of trauma-informed care: safety, trustworthiness, choice, collaboration, empowerment
• Barriers to effective victim support: stigma, secondary victimisation, resource constraints

Day 2: Practical Skills for Victim Support and Referral

Objectives:
• Demonstrate effective communication skills when interacting with victims
• Conduct a basic needs assessment and safety planning
• Identify appropriate referral pathways and support services
• Apply self-care strategies to prevent vicarious trauma
• Integrate victim empowerment principles into daily practice

Topics:
• Communication skills: active listening, empathy, non-verbal cues, questioning techniques
• Needs assessment: identifying immediate and long-term needs
• Safety planning: risk assessment, emergency contacts, shelter options
• Referral pathways: local resources, NGOs, government departments, helplines
• Documentation and confidentiality: record-keeping, consent, information sharing
• Self-care for professionals: recognising burnout, stress management, supervision
• Case studies: applying skills to scenarios (e.g., domestic violence, child abuse, sexual assault)
• Action planning: integrating victim empowerment into participants' work contexts

Practicals

6 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions allow learners to apply communication and assessment skills in simulated victim interactions. Through role-plays and case scenarios, participants practice active listening, safety planning, and referral coordination to build confidence and competence.

Practical Activities
  • Role-play: Initial Victim Contact and Communication — Learners pair up to simulate a first interaction with a victim of crime, practising active listening, empathy, and trauma-informed language. (2h)
  • Scenario-based Needs Assessment and Safety Planning — Using detailed case scenarios (e.g., domestic violence, sexual assault), learners conduct a needs assessment and develop a safety plan with the victim. (2h)
  • Referral Mapping and Coordination Exercise — Learners work in groups to map local referral resources for a given scenario, then role-play making a referral and handing over to a service provider. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
