This course equips learners with the competencies to manage Victim Empowerment projects and services effectively within the South African context. Participants will gain the skills to plan, implement, monitor, and evaluate victim support initiatives, ensuring alignment with national policies and ethical standards. The course aims to enhance service delivery to victims of crime and violence through structured project management approaches.

Target Audience

This course is designed for project managers, social workers, community development practitioners, and NGO coordinators involved in victim empowerment programmes. It is also suitable for government officials and volunteers working in victim support services.

Prerequisites

None — open enrollment. However, prior experience in social services or project management is advantageous.

Course Outline

Day 1: Foundations of Victim Empowerment and Project Management

Objectives:
• Understand the principles and legislative framework for victim empowerment in South Africa.
• Identify the roles and responsibilities of a project manager in victim empowerment initiatives.
• Apply basic project management tools to plan a victim empowerment project.
• Analyse the needs of victims and stakeholders in project design.

Topics:
• Overview of victim empowerment: concepts, principles, and SAQA context.
• Legislative and policy framework: Victims' Charter, Domestic Violence Act, etc.
• Introduction to project management: lifecycle, scope, and stakeholder mapping.
• Needs assessment and stakeholder analysis for victim empowerment projects.
• Project planning: setting objectives, deliverables, and timelines.
• Risk identification and mitigation strategies.
• Resource management: budgeting and human resources.
• Monitoring and evaluation basics for victim support projects.

Day 2: Implementation, Monitoring, and Integration

Objectives:
• Develop a detailed project implementation plan for a victim empowerment initiative.
• Apply monitoring and evaluation techniques to track project progress.
• Coordinate multi-disciplinary teams and referral pathways.
• Integrate victim-centred approaches into project management practice.

Topics:
• Implementation planning: work breakdown structure and Gantt charts.
• Team coordination and communication strategies.
• Referral pathways and multi-sectoral collaboration.
• Monitoring tools: data collection, reporting, and feedback loops.
• Evaluation methods: outcome and impact assessment.
• Quality assurance and continuous improvement.
• Ethical considerations and victim confidentiality.
• Case study: review of a successful victim empowerment project.

Practicals

No practicals for this training.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
