Course Outline

Day 1: Introduction to Fisheries Catch Reporting and Data Collection

Objectives:
• Understand the importance of accurate catch reporting and data collection in fisheries management.
• Identify key stakeholders and their roles in the reporting chain.
• Describe the legal and regulatory framework governing fisheries in South Africa.
• Recognize different types of fisheries and their data needs.

• Overview of fisheries management and sustainability.
• Importance of catch data for stock assessment and quota setting.
• South African fisheries legislation: Marine Living Resources Act.
• Roles of DAFF, SAMSA, and fishing industry bodies.
• Types of fisheries: commercial, recreational, subsistence, and small-scale.
• Basic data types: catch composition, effort, location, and biological samples.

Day 2: Data Collection Methods and Tools

Objectives:
• Learn various data collection methods used in fisheries.
• Understand how to use data collection forms and electronic tools.
• Practice recording catch data accurately.
• Identify common errors in data collection and how to avoid them.

• Observer programs and at-sea data collection.
• Port sampling and landing site surveys.
• Logbook systems: paper and electronic.
• Use of GPS and mapping tools for location data.
• Biological sampling: length, weight, sex, maturity.
• Data quality control and validation.
• Hands-on practice with sample forms and electronic data entry.

Day 3: Catch Reporting Procedures and Compliance

• Understand the catch reporting process from vessel to authorities.
• Differentiate between pre-season, in-season, and post-season reporting.
• Explain the role of catch certificates and traceability.
• Discuss compliance requirements and consequences of non-compliance.

• Pre-season notifications and vessel monitoring systems.
• In-season catch returns and quota monitoring.
• Post-season reconciliation and annual reports.
• Catch certification for export and international trade.
• Compliance audits and inspections.

Day 4: Data Analysis and Interpretation for Fisheries Management

• Learn basic data analysis techniques for catch and effort data.
• Interpret trends in catch per unit effort (CPUE) and species composition.
• Understand how data informs stock assessments and management decisions.
• Use simple software tools for data summarization.

Topics:
• Introduction to CPUE calculation and standardization.
• Species identification and classification codes.
• Data summarization using spreadsheets.
• Basics of stock assessment models.
• Using data to set total allowable catches (TACs).
• Case studies of data-driven management decisions.
• Group exercise: analyze sample dataset and present findings.

Day 5: Practical Integration and Assessment

• Integrate all skills in a simulated reporting scenario.
• Demonstrate accurate data collection and reporting.
• Review ethical considerations in fisheries data.
• Prepare for real-world application and continued learning.

• Simulated catch reporting exercise from vessel to office.
• Role-play: observer, fisher, compliance officer.
• Ethical issues: data integrity, confidentiality, and bias.

Overview

Hands-on practicals are integral to this course, as learners must demonstrate competence in using data collection tools, completing logbooks, and performing biological sampling. These sessions ensure learners can accurately collect, record, and report fisheries data in real-world scenarios.

Practical Activities
  • Practical 1: Logbook Data Entry and Validation — Learners practice completing paper and electronic logbooks using sample trip data, and cross-check entries for errors. (4h)
  • Practical 2: Biological Sampling Techniques — Learners measure, weigh, and identify fish species from provided samples, recording biological data on sampling forms. (4h)
  • Practical 3: Catch Reporting Simulation — In a simulated environment, learners play roles (fisher, observer, compliance officer) to complete the full reporting chain from catch to submission. (4h)
  • Practical 4: Data Analysis and Presentation — Learners analyze a provided dataset (CPUE, species composition) using spreadsheets and present their findings to the group. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
