Description

This course equips learners with the skills and knowledge to effectively maintain and manage road networks, ensuring safety, durability, and cost-efficiency. Participants will learn to plan, implement, and monitor maintenance activities in accordance with South African standards and regulations.

Course Outline

Day 1: Introduction to Road Network Management and Maintenance Concepts

Objectives:
• Understand the role and importance of road network management in South Africa
• Identify different types of road infrastructure and their components
• Describe the principles of road maintenance management
• Explain the legal and policy framework governing road maintenance
• Recognize common road defects and their causes

Topics:
• Overview of road network management: objectives and stakeholders
• Classification of roads: national, provincial, municipal, and rural
• Road infrastructure components: pavement, drainage, signs, markings, structures
• Principles of road maintenance: preventative vs. reactive
• Legal framework: SA Roads Policy, SANS standards, and relevant legislation
• Common road defects: potholes, cracking, rutting, edge break, surface failure
• Basic visual inspection techniques

Day 2: Maintenance Strategies and Planning

Objectives:
• Differentiate between routine, periodic, and emergency maintenance
• Develop a basic maintenance plan for a road section
• Apply prioritization criteria for maintenance interventions
• Understand the use of road condition indices (e.g., PCI)
• Describe the role of drainage and vegetation control in road preservation

Topics:
• Types of maintenance: routine, periodic, emergency, and rehabilitation
• Maintenance planning process: data collection, condition assessment, prioritization
• Road condition assessment methods: visual surveys, roughness measurement, deflection testing
• Prioritization techniques: cost-benefit analysis, risk-based approaches
• Drainage maintenance: culverts, ditches, and erosion control
• Vegetation management: clearing, herbicide use, and environmental considerations
• Maintenance management systems (MMS) overview

Day 3: Implementation, Monitoring, and Safety in Road Maintenance

Objectives:
• Execute a simple road maintenance activity following standard procedures
• Apply quality control measures in maintenance works
• Understand the importance of health, safety, and environmental compliance
• Monitor and report on maintenance progress
• Evaluate the effectiveness of maintenance interventions

Topics:
• Work methods for common maintenance activities: patching, crack sealing, shoulder repair
• Quality control: materials, compaction, and workmanship standards
• Health and safety: traffic management, personal protective equipment, risk assessment
• Environmental compliance: waste management, dust control, watercourse protection
• Monitoring and reporting: inspection checklists, work records, performance indicators
• Case studies: successful road maintenance programs in South Africa
• Integration of maintenance with asset management lifecycle

Practicals

9 hours of practicals To be conducted online or on-campus or in-house
Overview

Hands-on practical sessions allow learners to apply theoretical knowledge in real-world scenarios. They will conduct field inspections, perform basic maintenance tasks, and use maintenance management tools under supervision.

Practical Activities
  • Practical 1: Road Condition Inspection — Learners conduct a visual road condition survey on a designated road section, identifying and recording defects using standard forms and a tablet-based inspection app. (3h)
  • Practical 2: Pothole Patching and Crack Sealing — Learners perform pothole patching and crack sealing operations following standard specifications, including material preparation, application, and compaction. (3h)
  • Practical 3: Maintenance Planning Exercise — Using data from the inspection practical, learners develop a prioritized maintenance plan for a road section, including cost estimates and scheduling. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
