Course Outline

Day 1: Introduction to Extension Management

Objectives:
• Understand the role and importance of extension in agriculture
• Identify key stakeholders in extension management
• Explain the history and evolution of extension services in South Africa
• Define extension management and its core functions

• Historical development of extension in South Africa
• Role of extension in rural development and food security
• Stakeholders: farmers, government, NGOs, private sector
• Overview of extension management functions

Day 2: Communication and Adult Learning Principles

Objectives:
• Apply adult learning theories to extension practice
• Use effective communication techniques for diverse audiences
• Facilitate participatory learning in groups
• Overcome barriers to communication in rural contexts

• Adult learning principles (andragogy)
• Communication models and channels
• Participatory approaches: PRA, FFS
• Cultural sensitivity and language considerations
• Handling resistance and conflict

Day 3: Needs Assessment and Programme Planning

Objectives:
• Conduct a participatory needs assessment
• Analyse data to identify priority issues
• Develop logical framework for extension programmes
• Set SMART objectives for interventions

Day 4: Extension Methods and Technology Transfer

• Demonstrate use of demonstration plots and field days

Day 5: Monitoring and Evaluation in Extension

• Collect and analyse data for programme improvement

Day 6: Leadership and Team Management

Day 7: Financial Management and Resource Mobilisation

Day 8: Policy, Legislation and Institutional Frameworks

Objectives:
• Understand key agricultural policies in South Africa
• Explain the role of legislation in extension
• Navigate institutional structures and mandates
• Align extension programmes with policy goals

• Agricultural policy framework: NDP, CASP, etc.
• Legislation affecting extension: Land Reform, Conservation
• Institutional roles: DAFF, provincial departments, commodity organisations
• Policy analysis and advocacy
• Compliance and reporting requirements

Day 9: Integration, Case Studies and Action Planning

Objectives:
• Synthesise course content into a coherent extension plan
• Analyse real-world case studies
• Develop a personal action plan for improved extension management
• Present and receive feedback on plans

Practicals

24 hours of practicals To be conducted online or on-campus or in-house
Overview

Hands-on practicals allow learners to apply extension management concepts through real-world activities such as conducting needs assessments, designing demonstration plots, and using M&E tools. These sessions bridge theory and practice, building competence in participatory communication, programme planning, and resource management.

Practical Activities
  • Needs Assessment Simulation — Learners conduct a simulated community needs assessment using participatory tools (e.g., focus group, ranking) and analyse results. (6h)
  • Demonstration Plot Design and Setup — Learners plan and physically set up a small demonstration plot, including layout, signage, and record-keeping for technology transfer. (6h)
  • M&E Data Collection and Analysis — Learners collect data using a questionnaire, enter it into a spreadsheet, and produce basic summary statistics for reporting. (6h)
  • Budget Preparation and Proposal Writing — Learners develop a budget for a hypothetical extension project and write a short funding proposal. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
