Description

This course equips extension practitioners with the skills to develop and manage professional networks that enhance service delivery. Participants will learn to identify, establish, and sustain networks with stakeholders, partners, and communities to improve extension outcomes.

Target Audience

Extension officers, agricultural advisors, community development workers, and other professionals responsible for delivering extension services in rural or urban settings.

Prerequisites

None — open enrollment. However, experience in extension or community development is recommended.

Course Outline

Day 1: Introduction to Extension Networks

Objectives:
• Understand the concept and importance of extension networks in agricultural development.
• Identify key stakeholders and their roles in extension networks.
• Explain the principles of network development and management.
• Describe the context of extension services in South Africa.

Topics:
• Definition and scope of extension networks
• Role of extension in agricultural and rural development
• Key stakeholders: farmers, government, NGOs, private sector
• Principles of network development: collaboration, communication, sustainability
• Overview of SAQA and unit standard 252473
• Case studies of successful extension networks

Day 2: Stakeholder Analysis and Engagement

Objectives:
• Conduct a stakeholder analysis for extension network development.
• Develop strategies for effective stakeholder engagement.
• Understand power dynamics and interests in networks.
• Apply tools for mapping and prioritizing stakeholders.

Topics:
• Stakeholder identification and categorization
• Tools for stakeholder analysis: power-interest grid, influence-impact matrix
• Engagement strategies: communication, consultation, partnership
• Managing expectations and conflicts
• Practical exercise: stakeholder mapping for a local extension scenario

Day 3: Network Design and Structure

Objectives:
• Design an effective extension network structure.
• Determine governance and decision-making frameworks.
• Establish roles, responsibilities, and communication channels.
• Develop a network charter or memorandum of understanding.

Topics:
• Types of network structures: hub-and-spoke, decentralized, hybrid
• Governance models: steering committees, working groups
• Defining roles: coordinators, facilitators, members
• Communication protocols and information flow
• Legal considerations: MOUs, contracts, liability
• Group activity: design a network for a given context

Day 4: Capacity Building and Training Needs Assessment

Objectives:
• Assess training needs of network members.
• Design capacity-building interventions.
• Plan and facilitate training sessions.
• Evaluate the impact of capacity development.

Topics:
• Methods for training needs assessment: surveys, interviews, focus groups
• Designing training programs for diverse audiences
• Facilitation techniques for adult learners
• Monitoring and evaluation of capacity building
• Case studies: successful capacity building in extension networks

Day 5: Communication and Information Management

Objectives:
• Develop a communication strategy for the network.
• Utilize ICT tools for information sharing.
• Manage knowledge and documentation.
• Overcome communication barriers in multi-stakeholder networks.

Topics:
• Communication planning: channels, frequency, feedback
• ICT for extension: mobile apps, social media, databases
• Knowledge management: capturing, storing, sharing best practices
• Dealing with language and literacy barriers
• Practical: create a communication plan for a network

Day 6: Monitoring, Evaluation, and Learning

Objectives:
• Design a monitoring and evaluation framework for extension networks.
• Develop indicators to measure network performance.
• Use evaluation findings for adaptive management.
• Foster a culture of learning and continuous improvement.

Topics:
• M&E frameworks: logic models, theory of change
• Defining indicators: output, outcome, impact
• Data collection methods: surveys, interviews, records
• Reporting and feedback loops
• Learning platforms: after-action reviews, peer learning
• Group exercise: develop an M&E plan

Day 7: Sustainability, Scaling, and Final Integration

Objectives:
• Identify factors that sustain extension networks.
• Develop strategies for scaling up or replicating networks.
• Integrate all components into a comprehensive network development plan.
• Present and defend the plan to peers for feedback.

• Sustainability: financial, institutional, social
• Scaling strategies: replication, expansion, mainstreaming
• Risk management and contingency planning
• Final project: develop a complete extension network development plan
• Presentations and peer review
• Course wrap-up and evaluation

Practicals

21 hours of practicals To be conducted online or on-campus or in-house
Overview

Practicals provide hands-on experience in applying network development tools and techniques. Learners will engage in stakeholder mapping, network design, communication planning, and M&E framework development through simulated scenarios and group exercises.

Practical Activities
  • Stakeholder Mapping and Engagement Role-Play — Learners conduct a stakeholder analysis for a given agricultural extension scenario, then role-play engagement with different stakeholder types. (5h)
  • Network Design Workshop — In groups, learners design an extension network structure, including governance, roles, and communication protocols, and present their design. (6h)
  • Communication Plan Development — Learners develop a communication strategy for a network, selecting appropriate ICT tools and creating a sample information product. (4h)
  • Monitoring and Evaluation Framework Exercise — Learners design an M&E framework for a network, including indicators, data collection tools, and a reporting template. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
