Day 1: Introduction to Municipal Governance and Legislative Framework

Day 2: Integrated Development Planning (IDP) Process

Objectives:
• Explain the purpose and legal basis of the IDP.
• Describe the IDP cycle and phases.
• Identify stakeholders and their roles in IDP formulation.
• Understand how IDP links to budgeting and performance.
• Analyse a sample IDP document.

• Legal requirements for IDP (Municipal Systems Act).
• The IDP cycle: analysis, strategies, projects, integration, approval.

• Alignment of IDP with national and provincial plans.

Day 3: Municipal Budgeting and Financial Planning

Day 4: Supply Chain Management and Procurement

• Explain the SCM policy and processes.

• Describe the role of the bid committee.
• Understand ethics and fraud prevention in procurement.

• Legal framework: MFMA, PPPFA, SCM Regulations.
• SCM policy components: demand, acquisition, logistics, disposal.

Day 5: Performance Management and Reporting

Day 8: Municipal By-laws and Enforcement

Overview

The practicals component enables learners to apply theoretical knowledge to realistic municipal scenarios. Through document analysis, role-play, and simulated council processes, learners develop hands-on skills in IDP review, budget analysis, tender evaluation, performance reporting, and by-law drafting.

Practical Activities
  • IDP Document Review — Learners review a sample IDP document, identify alignment with legislation, and propose improvements. (4h)
  • Budget Analysis Exercise — Learners analyse a municipal budget, identify revenue and expenditure trends, and assess alignment with IDP. (4h)
  • Tender Evaluation Simulation — Learners role-play as bid committee members, evaluate tender submissions, and recommend a preferred bidder. (4h)
  • Performance Report Review — Learners review a quarterly performance report, identify underperformance, and propose corrective actions. (4h)
  • By-law Drafting Exercise — Learners draft a simple by-law on a given topic, following the legislative process and public consultation steps. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
