Day 1: Introduction to Municipal Governance and Legislative Framework

Objectives:
• Understand the structure and functions of local government in South Africa.
• Identify key legislation governing municipal processes.
• Explain the roles and responsibilities of ward committees.

• The Constitution and the Municipal Structures Act.

Day 2: Ward Committee Establishment and Composition

Objectives:
• Describe the process of establishing a ward committee.
• Identify the required composition and criteria for membership.
• Explain the electoral process and term of office.
• Understand the code of conduct for ward committee members.

• Steps for establishing a ward committee: nomination, election, and appointment.
• Composition: proportional representation and sectoral interests.
• Criteria for membership: residency, eligibility, and diversity.
• Term of office and vacancy procedures.
• Code of conduct: ethics, confidentiality, and conflict of interest.
• Roles of the ward councillor and committee chairperson.
• Administrative support and resources for ward committees.

Day 3: Municipal Planning and Budget Processes

Objectives:
• Explain the Integrated Development Plan (IDP) process.
• Understand the municipal budget cycle and its components.
• Describe how ward committees participate in planning and budgeting.
• Identify key documents: IDP, SDBIP, and annual report.

• The IDP framework: vision, objectives, and projects.
• Municipal budget cycle: preparation, approval, and implementation.
• Service Delivery and Budget Implementation Plan (SDBIP).

Day 4: Communication and Community Engagement Strategies

• Develop effective communication skills for ward committee members.
• Plan and facilitate community meetings and feedback sessions.

• Manage conflict and handle complaints constructively.

Day 5: Oversight and Accountability in Municipal Governance

Objectives:
• Understand the oversight role of ward committees.
• Monitor service delivery and municipal performance.
• Identify mechanisms for accountability and transparency.
• Use tools like petitions and questions to council.

• The oversight function: monitoring projects and budgets.
• Performance indicators and service standards.
• Reporting irregularities: fraud, corruption, and maladministration.
• Petitions process: submission, tracking, and response.

Day 6: Advanced Participation and Advocacy Skills

• Advocate for community needs effectively.
• Engage in policy development and by-law formulation.
• Network with other ward committees and stakeholders.
• Use data and evidence to support proposals.

• Advocacy strategies: lobbying, campaigns, and coalitions.
• Participating in council committee meetings.
• Input into by-laws and policies: drafting and comment.
• Networking with sector departments and NGOs.
• Data collection and analysis for community profiling.
• Writing motivation letters and business cases.
• Media relations and public statements.

Day 7: Integration, Reflection, and Action Planning

Objectives:
• Synthesise learning from the course.
• Develop a personal action plan for ward committee work.
• Present a community engagement project proposal.
• Evaluate the course and identify further development needs.

Overview

Hands-on practicals reinforce theoretical knowledge by allowing learners to simulate ward committee meetings, draft community engagement plans, and practice communication and conflict resolution skills. These sessions build confidence and competence in applying municipal processes.

Practical Activities
  • Simulated Ward Committee Meeting — Learners role-play a ward committee meeting, including setting an agenda, debating issues, and taking minutes. (4h)
  • Drafting a Community Engagement Plan — In groups, learners develop a community engagement plan for a hypothetical ward project, including stakeholder mapping and communication channels. (4h)
  • IDP Input and Budget Prioritisation Exercise — Learners analyse a sample IDP and budget, then prioritise projects based on community needs and available resources. (4h)
  • Handling Complaints and Petitions Role-Play — Learners practice receiving, documenting, and responding to community complaints and petitions in a simulated scenario. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
