Course Outline

Day 1: Introduction to Public Sector Policy and Procedure Administration

Objectives:
• Understand the South African public sector context and legislative framework
• Define key terms: policy, procedure, standard operating procedure (SOP), directive
• Identify the role of policy and procedure in governance and service delivery
• Explain the relationship between national legislation and departmental policies

• Overview of the South African public sector structure
• Constitutional and legislative foundations (PFMA, PSA, Public Service Regulations)
• Definitions and types of policies and procedures
• The policy lifecycle: formulation, implementation, review
• Case study: examples of public sector policies

Day 2: Policy Development and Drafting Principles

Objectives:
• Apply principles of effective policy drafting (clarity, consistency, legality)
• Analyze stakeholder roles in policy development
• Draft a basic policy statement using a template
• Conduct a policy needs assessment

Topics:
• Policy development process: initiation, research, drafting, consultation, approval
• Policy drafting guidelines and templates
• Stakeholder identification and engagement strategies
• Legal and regulatory compliance checks
• Practical exercise: draft a short policy on a given topic

Day 3: Procedure Design and Documentation

Objectives:
• Differentiate between policies, procedures, and work instructions
• Design clear, step-by-step procedures
• Use flowcharts and process mapping to illustrate procedures
• Write procedure documents with appropriate format and language

• Elements of a procedure: purpose, scope, responsibilities, steps, references
• Process mapping techniques (flowcharts, swimlanes)
• Writing procedures for different audiences

Day 4: Policy and Procedure Implementation

Day 9: Capstone Project and Course Review

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
