Course Outline

Day 1: Foundations of Public Sector Records Management

Objectives:
• Understand the legislative and regulatory framework governing public sector records in South Africa.
• Identify the key components of a records management system.
• Differentiate between active, semi-active, and inactive records.
• Explain the roles and responsibilities of records management personnel.
• Describe the principles of records classification and filing systems.

• Overview of the South African public sector records management legislative framework (e.g., National Archives and Records Service Act, Promotion of Access to Information Act).
• Key components of a records management system: policies, procedures, and infrastructure.
• Records life cycle: creation, maintenance, use, and disposal.
• Classification systems: subject-based, numerical, alphanumeric.
• Filing systems: centralised vs. decentralised.
• Introduction to file plans and indexing.
• Roles and responsibilities: records manager, registry clerk, and user.
• Ethics and confidentiality in records handling.

Day 2: Operation and Maintenance Procedures

Objectives:
• Apply procedures for receiving, registering, and distributing records.
• Demonstrate proper filing and retrieval techniques.
• Implement tracking and monitoring mechanisms for records movement.
• Perform basic maintenance tasks to ensure records integrity and security.
• Identify common operational challenges and corrective actions.

• Receiving and registering records: logging, date-stamping, and assigning reference numbers.
• Distribution and routing procedures.
• Filing techniques: physical and electronic file creation.
• Retrieval processes: request handling and charge-out systems.
• Tracking records movement: registers, barcodes, and electronic tracking.
• Maintenance tasks: file audits, weeding, and re-filing.
• Security measures: access control, storage conditions, and disaster prevention.
• Troubleshooting common issues: misfiling, lost records, and backlog management.

Day 3: Disposal, Archiving, and System Evaluation

Objectives:
• Apply disposal procedures according to retention schedules.
• Execute transfer of records to archival storage.
• Conduct basic system audits and performance checks.
• Recommend improvements to records management processes.
• Prepare records management reports for compliance purposes.

Topics:
• Retention schedules: determining retention periods and disposal actions.
• Disposal methods: destruction, transfer, or permanent preservation.
• Archival procedures: preparing records for transfer, packing, and documentation.
• System evaluation: auditing file plans, tracking accuracy, and user feedback.
• Performance metrics: turnaround time, retrieval success rate, and error rates.
• Continuous improvement: identifying bottlenecks and implementing changes.
• Reporting: compliance reports, incident reports, and management summaries.
• Recap of course and assessment preparation.

Overview

Hands-on practical sessions allow learners to apply records management procedures in a simulated public sector environment. Learners will practice filing, tracking, disposal, and archiving tasks to reinforce theoretical knowledge and develop operational competency.

Practical Activities
  • Classification and Filing Exercise — Learners classify sample records using a given file plan and create physical files with correct labels and indexing. (3h)
  • Records Tracking and Retrieval Simulation — Learners use a charge-out system to track records movement and respond to retrieval requests within time limits. (3h)
  • Disposal and Archiving Practical — Learners apply retention schedules to identify records for disposal, then execute destruction or archival transfer procedures. (3h)
  • System Audit and Reporting Exercise — Learners conduct a mini-audit of a simulated records system, identifying issues and producing a corrective action report. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
