This course equips public sector managers and HR practitioners with the skills to design, implement, and monitor performance management systems that align with legislative frameworks and organisational goals. Participants will learn to conduct fair performance appraisals, manage underperformance, and foster a culture of continuous improvement within the public service context.

Course Outline

Day 1: Foundations of Performance Management in the Public Sector

Objectives:
• Understand the legislative and policy framework governing performance management in the South African public sector.
• Identify the key principles and benefits of effective performance management.
• Differentiate between performance management and performance appraisal.
• Recognise the roles and responsibilities of managers and employees in the performance management cycle.
• Explore the link between individual performance and organisational strategic goals.

• Overview of the public sector performance management landscape.
• Legislative framework: Public Service Regulations, DPSA directives, and Batho Pele principles.
• Key concepts: performance management vs. performance appraisal.
• The performance management cycle: planning, monitoring, reviewing, and rewarding.
• Roles and responsibilities: managers, employees, HR, and unions.
• Aligning individual performance plans with departmental strategic plans.
• Ethical considerations and managing bias in performance management.

Day 2: Implementing Performance Management Processes and Tools

Objectives:
• Develop SMART performance agreements and work plans.
• Apply effective monitoring and feedback techniques throughout the performance cycle.
• Conduct fair and objective mid-year and annual performance reviews.
• Identify and manage poor performance constructively.
• Use performance data to inform development and recognition decisions.

• Drafting performance agreements: SMART criteria and cascading objectives.
• Setting performance indicators and standards.
• Ongoing monitoring: coaching, feedback, and documentation.
• Conducting performance review meetings: preparation, structure, and communication.
• Managing underperformance: diagnosis, corrective measures, and performance improvement plans.
• Recognising and rewarding good performance within policy constraints.
• Addressing grievances and disputes related to performance assessments.

Day 3: Integrating Performance Management with Organisational Development and Continuous Improvement

Objectives:
• Link performance management outcomes to training and development planning.
• Use performance data for workforce planning and talent management.
• Facilitate career development conversations within the performance review process.
• Evaluate the effectiveness of the performance management system and recommend improvements.
• Develop an action plan to enhance performance management practices in own work context.

• Talent management: identifying high performers and succession planning.
• Career development and performance: coaching, mentoring, and personal development plans.
• Analysing performance data for organisational improvement.
• Reviewing and refining performance management policies and procedures.
• Change management: overcoming resistance to performance management.
• Case studies: best practices and lessons learned from South African public entities.
• Developing a personal action plan for applying course learnings.

Overview

Practical sessions provide learners with hands-on experience in drafting performance agreements, conducting review meetings, and managing underperformance through role-play and case studies. These activities reinforce theoretical concepts and build confidence in applying performance management processes in real public sector settings.

Practical Activities
  • Drafting a Performance Agreement — Learners work in pairs to draft a SMART performance agreement for a simulated public sector role, including key performance indicators and standards. (3h)
  • Conducting a Performance Review Meeting — In groups, learners role-play a mid-year performance review meeting, alternating as manager and employee, using a provided case study. (3h)
  • Managing Underperformance: Developing a Performance Improvement Plan — Using a detailed case study, learners diagnose causes of underperformance and draft a performance improvement plan (PIP). (2h)
  • Analysing Performance Data for Organisational Improvement — Learners analyse a set of anonymised performance data from a public sector department and recommend interventions for improvement. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
