This course equips learners with the skills to identify, develop, and manage resources required for publishing projects, including human, financial, and material resources. Participants will learn to plan resource allocation, monitor usage, and adjust plans to ensure project success within the publishing context.

Course Outline

Day 1: Introduction to Publishing Project Resource Development

Objectives:
• Understand the scope and purpose of resource development in publishing projects.
• Identify key stakeholders and their roles.
• Recognise the importance of resource planning in project success.
• Gain an overview of the unit standard requirements.

• Overview of publishing project lifecycle
• Definition and types of resources (human, financial, material, time)
• Roles and responsibilities of project team members
• Introduction to SAQA unit standard 246547
• Ethical considerations in resource management

Day 2: Project Initiation and Resource Identification

Objectives:
• Learn how to initiate a publishing project.
• Identify resource requirements based on project scope.
• Develop a resource breakdown structure.
• Apply techniques for resource estimation.

• Project charter and scope definition
• Resource breakdown structure (RBS)
• Estimating techniques: analogous, parametric, bottom-up
• Identifying human resources: skills and competencies
• Tools for resource identification (checklists, templates)

Day 3: Human Resource Planning and Team Development

Objectives:
• Plan human resource requirements for publishing projects.
• Understand team development stages.
• Develop a staffing management plan.
• Apply motivation and leadership theories.

• Team development stages (Tuckman's model)

Day 4: Financial Resource Planning and Budgeting

Objectives:
• Develop a project budget for a publishing project.
• Identify cost categories and cost drivers.
• Apply cost estimation techniques.
• Understand cost control and variance analysis.

• Cost estimation methods (expert judgment, three-point estimating)
• Cost baseline and budget development
• Cost categories: direct, indirect, fixed, variable
• Contingency reserves and management reserves
• Earned value management (EVM) basics

Day 5: Material and Equipment Resource Management

Objectives:
• Identify material and equipment needed for publishing.
• Plan procurement and logistics.
• Manage inventory and supplier relationships.
• Ensure quality standards for materials.

• Types of materials: paper, ink, binding, digital assets
• Equipment: printing presses, software, hardware
• Procurement planning and sourcing
• Inventory management techniques (JIT, EOQ)
• Supplier evaluation and contract management

Day 6: Time Resource Management and Scheduling

Objectives:
• Develop a project schedule using network diagrams.
• Apply critical path method (CPM).
• Manage dependencies and milestones.
• Use scheduling tools effectively.

• Work breakdown structure (WBS) for scheduling
• Activity sequencing and dependencies
• Critical path method (CPM) and float
• Gantt charts and milestone charts
• Schedule compression techniques (crashing, fast-tracking)

Day 7: Resource Allocation and Leveling

Objectives:
• Allocate resources efficiently across tasks.
• Apply resource leveling and smoothing.
• Resolve resource conflicts.
• Use resource management software.

• Identifying and resolving overallocation
• Using MS Project or similar tools for resource management

Day 8: Risk Management in Resource Development

Objectives:
• Identify risks related to resources.
• Perform qualitative and quantitative risk analysis.
• Develop risk response strategies.
• Monitor and control risks.

• Qualitative risk analysis (probability and impact matrix)

Day 9: Quality Management and Resource Standards

Day 11: Monitoring, Controlling, and Reporting Resource Performance

Objectives:
• Monitor resource utilisation against plan.
• Implement corrective actions.
• Prepare performance reports.
• Use earned value management for resources.

Day 12: Project Closure and Resource Handover

Objectives:
• Complete project closure processes.
• Hand over resources appropriately.

Practicals

Overview

Practicals provide hands-on experience in developing and managing resources for a simulated publishing project. Learners apply resource planning, scheduling, budgeting, and monitoring techniques using industry-standard tools and real-world scenarios.

Practical Activities
  • Resource Planning and Budgeting Simulation — Learners work in teams to create a comprehensive resource plan and budget for a publishing project, including human, material, and financial resources. (12h)
  • Schedule Development and Resource Allocation — Using project management software, learners create a project schedule, allocate resources, and resolve conflicts through leveling. (12h)
  • Risk Assessment and Quality Control Exercise — Learners identify resource-related risks, perform qualitative analysis, and develop response strategies. They also conduct quality checks on sample materials. (6h)
  • Monitoring and Reporting Simulation — Using a simulated project scenario, learners monitor resource performance, calculate earned value metrics, and prepare a status report. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
