This course equips learners with the competencies to systematically store, preserve, and conserve records throughout their lifecycle. It covers the principles of records management, including classification, storage systems, preservation techniques, and disposal procedures, ensuring compliance with regulatory requirements and organizational policies.

Course Outline

Day 1: Introduction to Records Management and Regulatory Framework

Objectives:
• Understand the importance of records management in organisations.
• Identify key legislation and standards governing records management in South Africa.
• Define records, archives, and their lifecycle.
• Recognise the role of the National Archives and Records Service of South Africa (NARSSA).

Topics:
• Overview of records management principles.
• Legal and regulatory framework: National Archives Act, Promotion of Access to Information Act (PAIA), Protection of Personal Information Act (POPIA).
• Types of records: physical vs. digital.
• Records lifecycle concept.
• Roles and responsibilities of records managers.
• Ethical considerations in records management.

Day 2: Records Creation, Classification, and Indexing

Objectives:
• Understand the principles of records creation and capture.
• Apply classification systems and file plans.
• Develop indexing and metadata standards.
• Implement naming conventions for consistency.

Topics:
• Records creation policies and procedures.
• Classification systems: functional, subject-based, numeric.
• File plan development and maintenance.
• Indexing techniques and metadata schemas.
• Naming conventions and version control.
• Document control and registration.

Day 3: Storage Solutions and Physical Preservation

Objectives:
• Evaluate different storage options for physical records.
• Implement environmental controls for preservation.
• Apply conservation techniques for various media.
• Understand disaster preparedness for records.

• Storage facilities: shelving, cabinets, off-site vaults.
• Environmental conditions: temperature, humidity, light, pests.
• Preservation of paper, photographs, maps, and audiovisual materials.
• Handling and packing procedures.
• Disaster recovery planning.
• Security and access controls.

Day 4: Electronic Records Management and Digital Preservation

Objectives:
• Understand the challenges of managing electronic records.
• Implement electronic document and records management systems (EDRMS).
• Apply digital preservation strategies.
• Ensure authenticity and integrity of digital records.

• Electronic records characteristics and risks.
• EDRMS selection and implementation.
• Metadata standards for digital records (e.g., Dublin Core).
• Digital preservation: migration, emulation, refreshing.
• Cloud storage considerations.
• Audit trails and authentication.

Day 5: Records Retention, Disposal, and Archiving

Objectives:
• Develop retention schedules based on legal and operational requirements.
• Implement disposal procedures for records.
• Understand the transfer process to archives.
• Appraise records for archival value.

• Retention scheduling methodology.
• Legal requirements for retention periods.
• Disposal methods: shredding, deletion, secure destruction.
• Archival appraisal and selection.
• Transfer procedures to archival repositories.
• Documentation of disposal and transfer.

Day 6: Lifecycle Management and Performance Measurement

Objectives:
• Manage the full records lifecycle from creation to disposal.
• Implement performance metrics for records management.
• Conduct audits and compliance checks.
• Continuously improve records management processes.

• Lifecycle management integration across the organisation.
• Key performance indicators (KPIs) for records management.
• Auditing records systems and compliance.
• Quality assurance and improvement plans.

Day 7: Advanced Topics, Case Studies, and Course Wrap-up

Practicals

Overview

This course includes hands-on practical sessions to reinforce theoretical knowledge. Learners will apply classification systems, use storage equipment, work with EDRMS software, and create retention schedules, ensuring they can implement records management practices in real-world settings.

Practical Activities
  • Practical 1: Classification and File Plan Creation — Learners classify sample records and develop a functional file plan for a simulated organisation. (6h)
  • Practical 2: Physical Storage and Preservation Techniques — Learners handle physical records, implement environmental monitoring, and practice preservation techniques for damaged documents. (6h)
  • Practical 3: Electronic Records Management System (EDRMS) Simulation — Learners use a simulated EDRMS to capture, classify, and manage electronic records, including version control and audit trails. (6h)
  • Practical 4: Retention Schedule Development and Disposal — Learners create a retention schedule for a given scenario and perform disposal procedures for both physical and digital records. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
