This course equips learners with a thorough understanding of the statutory and legislative requirements that govern records management and archives in South Africa. Participants will learn to identify, interpret, and apply relevant laws such as the National Archives and Records Service of South Africa Act, the Promotion of Access to Information Act, and the Protection of Personal Information Act. The course ensures compliance and best practices in managing records within any organization.

Day 1: Introduction to Records Management and Legislative Framework

Objectives:

• Explain the relationship between records management and compliance

Day 2: The National Archives and Records Service Act and Related Regulations

Objectives:
• Explain the provisions of the National Archives and Records Service Act
• Understand the responsibilities of government bodies regarding records
• Identify record categories and disposal authorities
• Apply the Act's requirements for record keeping
• Recognise the role of the National Archives in records management

Day 3: The Promotion of Access to Information Act (PAIA) and Protection of Personal Information Act (POPIA)

• Recognise the impact of the Public Finance Management Act (PFMA)
• Explain international standards such as ISO 15489

• Implement retention and disposal schedules

Day 6: Implementing and Auditing Records Management Compliance

Day 7: Integration, Case Studies, and Assessment

Practicals

20 hours of practicals To be conducted online or on-campus or in-house
Overview

The practicals provide hands-on experience in applying legislative requirements to real-world records management scenarios. Learners will work with sample records, develop policies, and conduct compliance audits to reinforce theoretical knowledge.

Practical Activities
  • Practical 1: Records Identification and Classification — Learners examine sample records (physical and electronic) and classify them according to legislative categories and retention schedules. (5h)
  • Practical 2: Developing a Records Management Policy — In groups, learners draft a records management policy for a simulated organisation, incorporating PAIA, POPIA, and National Archives requirements. (5h)
  • Practical 3: Conducting a Compliance Audit — Learners perform a mock compliance audit on a set of records using a checklist based on relevant laws and standards. (5h)
  • Practical 4: Implementing an EDRMS Module — Using a simulated EDRMS, learners capture, metadata-tag, and manage records according to legislative requirements. (5h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
