This course equips development practitioners with the skills to design, implement, and evaluate advocacy campaigns and workshops that drive social change. Participants will learn to mobilize communities, influence policy, and facilitate participatory workshops to amplify marginalized voices.

Target Audience

This course is designed for development practitioners, NGO staff, community organizers, and policy advocates seeking to strengthen their advocacy and workshop facilitation skills within the South African development context.

Prerequisites

None — open enrollment. However, participants are expected to have a basic understanding of development practice.

Course Outline

Day 1: Introduction to Advocacy and Development Practice

Objectives:
• Understand the role of advocacy in development practice
• Define key concepts: advocacy, lobbying, campaigns, and workshops
• Identify the historical and policy context of advocacy in South Africa
• Explore ethical considerations in advocacy work

Topics:
• What is advocacy? Definitions and types
• Advocacy vs. lobbying: distinctions and overlaps
• The role of advocacy in sustainable development
• Overview of SAQA unit standard 110056
• Ethical frameworks for advocacy practitioners
• Introduction to the South African development context

Day 2: Stakeholder Mapping and Power Analysis

Objectives:
• Learn techniques for stakeholder identification and mapping
• Understand power dynamics and how they affect advocacy
• Conduct a power analysis for a given issue
• Develop strategies for engaging different stakeholders

Topics:
• Stakeholder mapping tools and methods
• Power analysis frameworks (e.g., ‘power cube’)
• Identifying allies, opponents, and neutral parties
• Building coalitions and partnerships
• Case studies on stakeholder engagement in SA

Day 3: Developing Advocacy Messages

Objectives:
• Craft clear, persuasive advocacy messages
• Tailor messages for different audiences
• Use storytelling and evidence to strengthen messages
• Test and refine messages through feedback

• Audience analysis and message framing
• Using data and research to support messages
• Storytelling techniques for advocacy

Day 4: Campaign Planning and Strategy

Objectives:
• Design a comprehensive advocacy campaign plan
• Set SMART objectives and identify key activities
• Understand campaign cycles and timelines
• Integrate monitoring and evaluation into campaign planning

• Campaign cycle: planning, implementation, evaluation
• Setting advocacy goals and objectives

Day 5: Workshop Design and Facilitation

Objectives:
• Design participatory workshops for advocacy capacity building
• Apply adult learning principles in workshop planning
• Develop facilitation skills for diverse groups
• Create safe and inclusive learning environments

• Principles of adult education and participatory learning
• Workshop design: needs assessment, objectives, agenda
• Facilitation techniques: icebreakers, group work, plenary
• Handling difficult dynamics and conflict
• Evaluating workshop effectiveness

Day 6: Media and Communication for Advocacy

Objectives:
• Use traditional and social media effectively for advocacy
• Write press releases, op-eds, and social media posts
• Engage journalists and manage media relations
• Develop a media strategy for a campaign

• Media landscape in South Africa
• Writing for different media: print, broadcast, online
• Social media advocacy: platforms, content, analytics
• Media monitoring and response
• Crisis communication planning

Day 7: Policy Influence and Legislative Advocacy

Objectives:
• Understand the policy-making process in South Africa
• Develop strategies to influence policy and legislation
• Engage with government officials and decision-makers
• Use evidence-based advocacy to shape policy

• Policy cycle: agenda-setting, formulation, implementation
• Mapping decision-makers and influencers
• Strategies for engaging with parliament and local government
• Submissions, petitions, and public hearings
• Case studies of successful policy advocacy in SA

Day 8: Monitoring, Evaluation, and Learning in Advocacy

Objectives:
• Design M&E frameworks for advocacy and campaigns
• Use outcome mapping and other tools to track progress
• Learn from successes and failures to improve practice
• Report on advocacy impact to stakeholders

• Challenges in measuring advocacy impact
• Outcome mapping and contribution analysis
• Developing indicators for campaign progress
• Learning loops and adaptive management
• Reporting and communicating results

Day 9: Integration, Action Planning, and Course Synthesis

Objectives:
• Integrate all course components into a coherent advocacy strategy
• Develop a personal action plan for applying learning
• Present and receive feedback on draft campaign/workshop plans
• Reflect on ethical and professional responsibilities

Practicals

24 hours of practicals To be conducted online or on-campus or in-house
Overview

The practicals component provides hands-on experience in developing advocacy messages, designing campaign plans, and facilitating workshops. Learners will apply concepts in simulated and real-world scenarios, receiving peer and facilitator feedback to refine their skills.

Practical Activities
  • Message Crafting and Testing Workshop — Learners work in groups to develop advocacy messages for a given issue, test them with a mock audience, and refine based on feedback. (6h)
  • Campaign Strategy Simulation — Teams design a full advocacy campaign plan, including stakeholder mapping, objectives, activities, and M&E indicators, and present it for critique. (8h)
  • Workshop Facilitation Practice — Each learner facilitates a short workshop segment on an advocacy topic, applying adult learning principles and participatory techniques. (6h)
  • Media Engagement Role-Play — Learners simulate a press conference and write a press release, then engage in a Q&A session as advocates. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
