Description

This course equips trade union representatives and officials with a foundational understanding of financial management principles specific to the union environment. Participants will learn to interpret financial statements, manage budgets, and ensure accountability, enabling them to contribute effectively to the financial sustainability and governance of their unions.

Course Outline

Day 1: Introduction to Financial Management in Trade Unions

Objectives:
• Understand the role of financial management in trade unions.
• Identify key financial principles and regulatory frameworks.
• Recognize the importance of financial accountability and transparency.
• Differentiate between various sources of union income and expenditure.

Topics:
• Overview of trade union financial management.
• Legal and regulatory framework (e.g., Labour Relations Act, LRA).
• Financial accountability and transparency.
• Sources of union income: membership fees, levies, investments.
• Types of union expenditure: operational, campaign, welfare.
• Basic financial terminology.
• Role of finance committees and treasurers.

Day 2: Budgeting and Financial Planning

Objectives:
• Develop a basic budget for a trade union.
• Apply financial planning principles to union activities.
• Analyze budget variances and implement corrective actions.
• Understand the budgeting cycle and stakeholder involvement.

Topics:
• Purpose and types of budgets (operational, capital, cash).
• Steps in the budgeting process.
• Estimating income and expenditure.
• Participatory budgeting in unions.
• Monitoring and reviewing budgets.
• Variance analysis and corrective action.
• Budgeting for campaigns and projects.

Day 3: Financial Reporting and Record Keeping

Objectives:
• Prepare basic financial statements for a union.
• Maintain accurate financial records.
• Interpret financial reports for decision-making.
• Ensure compliance with reporting standards.

Topics:
• Accounting principles and double-entry bookkeeping.
• Cash vs. accrual accounting.
• Financial statements: income statement, balance sheet, cash flow.
• Record keeping systems (manual and electronic).
• Internal controls for cash and assets.
• Reporting to members and stakeholders.
• Annual financial reports and audits.

Day 4: Internal Controls and Risk Management

Objectives:
• Design internal control systems to prevent fraud.
• Identify financial risks in union operations.
• Implement risk mitigation strategies.
• Understand the role of audits in financial governance.

• Internal control principles and segregation of duties.
• Fraud prevention and detection.
• Risk assessment and management.
• Insurance and bonding.
• Audit process: internal and external.
• Audit committee functions.
• Case studies of financial mismanagement.

Day 5: Strategic Financial Management and Governance

Objectives:
• Apply financial management to strategic union goals.
• Evaluate investment and funding options.
• Ensure compliance with tax and legal obligations.
• Develop a financial governance framework.

Topics:
• Strategic financial planning.
• Investment policies and ethical investments.
• Funding sources: grants, loans, fundraising.
• Tax obligations for unions (e.g., VAT, income tax).
• Governance structures and policies.
• Financial sustainability and reserves.
• Integration of financial management with union activities.

Practicals

Overview

Practical sessions allow learners to apply financial management concepts to real-world union scenarios. They include hands-on budget preparation, record keeping, and internal control exercises using sample union data.

Practical Activities
  • Budget Preparation Exercise — Learners work in groups to prepare a detailed annual budget for a hypothetical trade union, including income and expenditure estimates. (4h)
  • Financial Record Keeping Simulation — Using sample transactions, learners maintain a cash book and general ledger, then prepare a trial balance. (4h)
  • Internal Control Review — Learners assess a case study union's internal controls, identify weaknesses, and recommend improvements. (4h)
  • Financial Statement Analysis — Learners analyze sample financial statements to assess the union's financial health and make strategic recommendations. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
