Description

This course equips learners with the skills to assist in planning and implementing advocacy campaigns focused on primary health care. Participants will learn to identify community health needs, develop campaign strategies, and evaluate the impact of advocacy efforts to promote better health outcomes.

Course Outline

Day 1: Introduction to Primary Health Care Advocacy

Objectives:
• Define primary health care and its principles
• Explain the role of advocacy in primary health care
• Identify key stakeholders in advocacy campaigns
• Understand the South African health policy context
• Describe ethical considerations in advocacy

Topics:
• Overview of primary health care (PHC) and the Alma-Ata Declaration
• Principles of PHC: equity, community participation, intersectoral collaboration
• Advocacy definitions and types (policy, community, media)
• Role of advocacy in health systems strengthening
• South African health policies: NHI, district health system
• Stakeholder mapping: government, NGOs, communities
• Ethics in advocacy: transparency, accountability, respect

Day 2: Advocacy Campaign Foundations

Objectives:
• Identify health issues suitable for advocacy campaigns
• Conduct a community needs assessment
• Analyze root causes of health problems
• Set SMART advocacy goals and objectives
• Understand the campaign planning cycle

Topics:
• Selecting a health issue: burden of disease, community priorities
• Needs assessment methods: surveys, focus groups, key informant interviews
• Root cause analysis using problem trees
• SMART objectives for advocacy campaigns
• Campaign planning cycle: analysis, strategy, action, evaluation
• Case studies of successful PHC advocacy campaigns

Day 3: Target Audience and Messaging

Objectives:
• Segment and prioritize target audiences
• Develop key messages tailored to different audiences
• Use evidence to support advocacy messages
• Apply framing and narrative techniques
• Pretest messages with community representatives

• Audience segmentation: decision-makers, influencers, community
• Power mapping and influence analysis
• Crafting clear, compelling messages
• Using data and stories to strengthen arguments
• Message framing: values, emotions, solutions
• Pretesting messages through focus groups
• Developing a message box

Day 4: Advocacy Strategies and Tactics

Objectives:
• Differentiate between advocacy strategies (lobbying, media, community mobilization)
• Select appropriate tactics for each strategy
• Plan media engagement including social media
• Organize community events and meetings
• Build coalitions and partnerships

• Lobbying decision-makers: meetings, briefs, petitions
• Media advocacy: press releases, op-eds, interviews
• Social media campaigns: platforms, content, hashtags
• Community mobilization: rallies, door-to-door, public meetings
• Coalition building: identifying allies, formal agreements
• Direct action tactics: marches, sit-ins, boycotts
• Timeline and resource planning for tactics

Day 5: Implementation and Monitoring

Objectives:
• Develop an implementation plan with milestones
• Assign roles and responsibilities to team members
• Monitor campaign activities and progress
• Adapt strategies based on feedback and challenges
• Manage campaign budget and resources

• Work breakdown structure and Gantt charts
• Roles and responsibilities matrix
• Monitoring indicators: process, output, outcome

Day 6: Evaluation and Reporting

Objectives:
• Design an evaluation framework for advocacy campaigns
• Collect and analyze qualitative and quantitative data
• Measure impact on policy, practice, or behavior
• Prepare an advocacy campaign report
• Communicate findings to stakeholders

Day 7: Integration and Campaign Simulation

Objectives:
• Synthesize all stages of campaign planning
• Present a complete campaign plan for peer review
• Participate in a simulated advocacy scenario
• Reflect on learning and identify areas for improvement
• Develop a personal action plan for future advocacy

Practicals

24 hours of practicals To be conducted online or on-campus or in-house
Overview

The practicals component provides hands-on experience in developing and implementing a mini advocacy campaign. Learners will conduct a needs assessment, create campaign materials, and participate in a simulated advocacy event to apply planning and communication skills.

Practical Activities
  • Community Needs Assessment Exercise — Learners conduct a mock needs assessment using survey and focus group techniques to identify a health issue for their campaign. (6h)
  • Message Development and Pretesting — Learners develop key messages for their campaign and pretest them with peers acting as target audiences. (6h)
  • Media Advocacy Simulation — Learners prepare a press release and participate in a mock press conference with role-played journalists. (6h)
  • Lobbying Role-Play — Learners prepare a briefing document and meet with a role-played government official to advocate for their issue. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
