Description

This course equips programme and project managers with the knowledge and skills to systematically integrate gender considerations into all phases of programme and project management. Participants will learn to apply gender mainstreaming tools and frameworks to ensure equitable outcomes and compliance with South African policy mandates.

Course Outline

Day 1: Foundations of Gender and Development

Objectives:
• Define key gender concepts and terminology.
• Explain the difference between sex and gender.
• Describe the historical evolution of gender mainstreaming.
• Identify the policy and legislative frameworks for gender equality in South Africa.
• Recognise the importance of gender analysis in development.

• Introduction to gender: sex vs gender, gender roles, gender identity
• Key concepts: gender equality, gender equity, gender mainstreaming
• Historical context: from WID to GAD
• South African policy landscape: Constitution, CEDAW, Gender Policy Framework
• Overview of gender mainstreaming in programmes and projects

Day 2: Gender Analysis Tools and Frameworks

Objectives:
• Apply gender analysis frameworks (Harvard, Moser, Longwe).
• Conduct stakeholder analysis with a gender lens.
• Use participatory methods for gender data collection.
• Interpret gender-disaggregated data.
• Identify practical and strategic gender needs.

• Gender analysis frameworks: Harvard Analytical Framework, Moser's Triple Roles, Longwe's Women's Empowerment
• Stakeholder mapping and gender power dynamics
• Participatory tools: gender audit, focus groups, community mapping
• Data collection: sex-disaggregated statistics, qualitative methods

Day 3: Integrating Gender into Project Cycle Management

Objectives:
• Integrate gender perspectives into project planning.
• Formulate gender-sensitive objectives and indicators.
• Design gender-responsive budgets.
• Monitor and evaluate gender outcomes.
• Use logical framework approach with gender lens.

• Gender in project cycle: identification, design, implementation, M&E
• Gender-sensitive indicators: quantitative and qualitative
• Gender budgeting: principles and tools
• Logical framework analysis with gender integration
• Case studies: gender mainstreaming in different sectors

Day 4: Gender-Responsive Programme Design

Objectives:
• Design a gender-responsive programme theory of change.
• Develop gender-sensitive logframes.
• Incorporate gender into risk assessment.
• Write gender-sensitive project proposals.
• Apply gender markers to track resource allocation.

• Theory of change: gender pathways and assumptions
• Logframe development: gender-sensitive outcomes and indicators
• Risk assessment: gender-related risks and mitigation
• Proposal writing: gender analysis and integration
• Gender markers: OECD DAC, IASC, and other systems

Day 5: Implementation and Stakeholder Engagement

Objectives:
• Manage gender-responsive implementation.
• Facilitate inclusive stakeholder participation.
• Address resistance and build buy-in.
• Use communication strategies for gender equality.
• Coordinate with gender focal points and partners.

• Implementation strategies: gender action plans, work breakdown
• Stakeholder engagement: women's groups, men as allies, community leaders
• Managing resistance: myths, backlash, and cultural barriers
• Communication: gender-sensitive messaging, advocacy
• Partnerships: gender focal points, civil society, government

Day 6: Monitoring, Evaluation, and Learning with a Gender Lens

Objectives:
• Design gender-sensitive M&E frameworks.
• Collect and analyse gender-disaggregated data.
• Conduct gender-responsive evaluations.
• Use findings to inform adaptive management.
• Report on gender equality results.

Day 7: Institutionalising Gender Mainstreaming and Final Assessment

Objectives:
• Develop a gender mainstreaming strategy for an organisation.
• Build capacity for gender mainstreaming.
• Create a gender action plan for a project.
• Present and defend gender mainstreaming plans.
• Reflect on personal and institutional commitment.

Practicals

Overview

Practicals are essential to apply gender mainstreaming tools and frameworks to real-world scenarios. Learners will conduct gender analyses, design gender-responsive project components, and present their work for feedback. These hands-on sessions ensure that theoretical knowledge is translated into practical skills.

Practical Activities
  • Gender Analysis Exercise — Learners use the Harvard Analytical Framework to analyse a case study project, identifying gender roles, access, and control patterns. (5h)
  • Gender-Sensitive Logframe Development — Working in groups, learners develop a logical framework for a sample project, incorporating gender-sensitive indicators and assumptions. (6h)
  • Gender Budgeting Simulation — Learners allocate a mock budget to a project, applying gender budgeting principles to ensure resources address gender gaps. (4h)
  • Stakeholder Engagement Role-Play — Learners simulate a community consultation, practicing inclusive facilitation and addressing resistance to gender mainstreaming. (3h)
  • Final Project Presentation — Groups present a gender mainstreaming plan for a real or simulated project, receiving peer and facilitator feedback. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
