This course equips military and defence professionals with the skills to apply joint and multinational doctrine and policy during campaign planning. It ensures learners can integrate diverse military components and allied forces into cohesive operational plans, aligned with South African and international defence frameworks.

Course Outline

Day 1: Introduction to Military Doctrine and Policy

Objectives:
• Understand the purpose and hierarchy of military doctrine.
• Differentiate between national and multinational doctrine.
• Identify key policy documents governing campaign planning.
• Recognise the role of doctrine in joint operations.
• Establish a common vocabulary for the course.

• Levels of war: strategic, operational, tactical
• Overview of SA National Defence Force (SANDF) doctrine
• Introduction to multinational doctrine (NATO, AU, UN)
• Relationship between policy, strategy, and doctrine
• Key policy frameworks: Defence Review, White Paper on Defence

Day 2: Campaign Planning Fundamentals

Objectives:
• Describe the campaign planning process.
• Understand the operational design elements.
• Explain the role of the commander and staff in planning.
• Identify the phases of campaign planning.
• Apply initial planning steps to a scenario.

• The operational planning process (OPP)
• Operational design: end state, centre of gravity, lines of operation
• Commander's intent and planning guidance
• Staff roles: J5 (plans), J3 (operations)
• Phases: initiation, orientation, concept development, plan development
• Case study: simple campaign scenario

Day 3: Joint Doctrine Principles

Objectives:
• Define joint doctrine and its importance.
• Outline the principles of joint operations.
• Describe joint command and control structures.
• Explain joint force integration.
• Analyse joint doctrine application in recent operations.

• Principles of joint operations: unity of command, objective, offensive, mass, economy of force, manoeuvre, surprise, security, simplicity
• Joint force command structures (JFC, component commands)
• Joint functions: movement and manoeuvre, intelligence, fires, protection, sustainment, command and control

Day 4: Multinational Doctrine and Policy

Objectives:
• Understand the framework for multinational operations.
• Identify key multinational doctrine sources.
• Explain the challenges of interoperability.
• Describe the role of international organisations.
• Apply multinational policy to planning.

• Multinational operations concepts: combined, coalition, alliance
• NATO doctrine (AJP-01, AJP-3)
• African Union (AU) and United Nations (UN) doctrine
• Interoperability: standards, procedures, equipment
• Legal frameworks: Status of Forces Agreements (SOFA), Rules of Engagement (ROE)
• Cultural awareness and language considerations

Day 5: Strategic Context and Policy Alignment

Objectives:
• Link national security policy to campaign planning.
• Analyse strategic guidance documents.
• Understand the strategic estimate process.
• Identify strategic risks and opportunities.
• Develop a strategic context statement.

• National security strategy and defence policy
• Strategic direction: Defence Review, Defence Strategic Guidance
• Strategic estimate: political, military, economic, social, infrastructure, information (PMESII)

Day 6: Operational Design and Campaign Planning

Objectives:
• Apply operational design methodology.
• Develop a campaign concept.
• Identify centres of gravity and critical vulnerabilities.
• Construct lines of operation and decisive points.
• Create a campaign framework.

• Operational design steps: understand the problem, define the end state, identify centre of gravity, determine decisive points

Day 7: Joint Force Employment

Objectives:
• Explain joint force employment concepts.
• Understand the role of each service component.
• Describe joint force integration challenges.
• Apply joint force employment to campaign design.
• Analyse joint force capabilities and limitations.

• Service components: land, maritime, air, cyber, special operations
• Joint task force organisation
• Joint fire support and targeting
• Joint intelligence preparation of the operational environment (JIPOE)
• Joint logistics and sustainment

Day 8: Multinational Command and Control

Objectives:
• Understand multinational command structures.
• Describe command relationships and responsibilities.
• Explain the role of lead nation and framework nation concepts.
• Analyse command and control interoperability issues.
• Develop a multinational C2 architecture.

Day 9: Legal and Ethical Considerations

• Understand the Law of Armed Conflict (LOAC).
• Apply rules of engagement (ROE) in planning.
• Discuss ethical dilemmas in multinational operations.
• Integrate legal considerations into campaign plans.

Day 17: Civil-Military Cooperation (CIMIC) in Campaigns

• Plan CIMIC activities.

Day 18: Information Operations and Strategic Communication

Objectives:
• Define information operations (IO) and its components.
• Understand strategic communication in campaigns.
• Plan IO in support of campaign objectives.
• Counter disinformation and propaganda.
• Integrate IO into multinational operations.

• IO core capabilities: psychological operations, military deception, electronic warfare, computer network operations

Day 19: Campaign Planning Exercise – Execution

• Apply all course content in a comprehensive exercise.
• Execute a simulated campaign planning cycle.

• Respond to injects and changes.
• Demonstrate multinational coordination.

Day 20: Course Review and Assessment

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
