Day 1: Introduction to Housing Policy and Regulatory Frameworks

• Explain the National Housing Code and its implications for technical housing management.
• Describe the housing consumer protection measures and the NHBRC's role.

• Housing Consumer Protection Measures Act and NHBRC.

Day 2: Housing Delivery Processes and Project Management

Objectives:
• Outline the housing project lifecycle from planning to handover.
• Apply project management principles to housing projects.
• Understand procurement processes and contractor management.
• Identify key documentation and approval requirements.

• Housing project lifecycle: inception, feasibility, design, construction, handover.
• Project management frameworks (PMBOK, PRINCE2) adapted for housing.
• Procurement processes: tendering, evaluation, and contracting.
• Contractor management and performance monitoring.
• Quality assurance and compliance during construction.
• Documentation: project plans, progress reports, completion certificates.

Day 3: Technical Standards, Quality Control, and Maintenance

Objectives:
• Interpret technical standards for housing construction (SANS 10400).
• Apply quality control measures during construction.
• Develop maintenance plans for housing units.
• Understand defect liability periods and snag lists.

Topics:
• SANS 10400: building regulations and standards.
• Quality control: inspections, testing, and documentation.
• Common construction defects and remedial actions.
• Maintenance planning: preventive, corrective, and lifecycle costing.
• Snag lists and defect liability management.
• Health and safety compliance on construction sites.

Day 4: Financial Management and Subsidy Administration

Objectives:
• Understand housing subsidy schemes and their administration.
• Manage housing project budgets and financial reporting.
• Ensure compliance with subsidy conditions and audits.
• Apply cost control measures to prevent overruns.

• Housing subsidy schemes: FLISP, IRDP, and social housing.
• Subsidy application and approval processes.
• Budgeting for housing projects: cost estimation and cash flow.
• Financial reporting and accountability.
• Audit requirements and compliance.
• Cost control and variation management.

Day 5: Stakeholder Engagement, Handover, and Post-Occupancy Management

Objectives:
• Develop effective communication strategies with beneficiaries.
• Manage the housing handover process smoothly.
• Implement post-occupancy support and community management.
• Evaluate project outcomes and lessons learned.

• Stakeholder identification and engagement plans.
• Beneficiary communication and conflict resolution.
• Handover procedures: documentation, keys, and orientation.
• Post-occupancy management: complaints, repairs, and community development.
• Monitoring and evaluation of housing projects.
• Case studies and best practices.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
