Description

This course equips learners with the knowledge and skills to effectively manage community schemes, such as sectional title schemes, homeowners' associations, and share block schemes. Participants will gain the competence to oversee governance, financial management, and operational compliance within the framework of relevant South African legislation.

Course Outline

Day 1: Introduction to Community Schemes and Governance

Objectives:
• Understand the different types of community schemes in South Africa
• Identify the legal framework governing community schemes
• Explain the roles and responsibilities of key stakeholders
• Describe the importance of governance structures
• Recognize the key documents in scheme management

Topics:
• Types of community schemes: sectional title, homeowners' associations, share block schemes
• Legal framework: Sectional Titles Act, Community Schemes Ombud Service Act
• Governance structures: trustees, directors, executive committees
• Key documents: memorandum of incorporation, rules, conduct rules
• Roles and responsibilities of owners, occupiers, and managing agents

Day 2: Financial Management and Budgeting

Objectives:
• Understand the principles of financial management in community schemes
• Prepare and manage a scheme budget
• Calculate levies and understand levy structures
• Manage the reserve fund and sinking fund
• Interpret financial statements

Topics:
• Budget preparation: income and expenditure forecasting
• Levy determination and collection
• Reserve fund management and contributions
• Financial statements: income statement, balance sheet
• Audit requirements and financial controls

Day 3: Maintenance, Repairs, and Capital Projects

Objectives:
• Identify maintenance responsibilities for common property
• Plan and manage routine and preventative maintenance
• Understand the process for major repairs and capital projects
• Manage service providers and contracts
• Ensure compliance with health and safety regulations

Topics:
• Maintenance planning: schedules, inspections, and reporting
• Contractor management: procurement, contracts, and performance
• Capital projects: feasibility, approval, and implementation
• Health and safety: OHS Act requirements in common areas
• Insurance: types of cover and claims process

Day 4: Dispute Resolution and Compliance

Objectives:
• Understand common disputes in community schemes
• Apply dispute resolution mechanisms: internal processes and CSOS
• Ensure compliance with scheme rules and legislation
• Manage meetings: annual general meetings and special meetings
• Handle non-compliance by owners and residents

Topics:
• Common disputes: noise, parking, pets, alterations
• Internal dispute resolution: mediation, adjudication
• Community Schemes Ombud Service (CSOS) processes
• Meeting procedures: notices, agendas, minutes, voting
• Enforcement of rules: fines, penalties, and legal action

Day 5: Strategic Management and Professional Practice

Objectives:
• Develop a strategic plan for a community scheme
• Understand ethical practices in scheme management
• Implement effective communication strategies
• Evaluate the role of technology in scheme management
• Prepare for the SAQA assessment

Topics:
• Strategic planning: vision, mission, and objectives
• Ethics and professional conduct for managing agents
• Communication: newsletters, portals, notices
• Technology solutions: accounting software, online platforms
• Assessment preparation: unit standard requirements and portfolio of evidence

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

The practicals component provides hands-on experience in financial management, maintenance planning, meeting procedures, and strategic planning. Learners apply theoretical knowledge to real-world scenarios through case studies and role-play exercises.

Practical Activities
  • Financial Management Practical — Learners prepare a sample annual budget, calculate levies, and complete a reserve fund analysis using provided data. (4h)
  • Maintenance Planning Practical — Learners develop a maintenance plan for common property, including a schedule, contractor selection criteria, and cost estimation. (4h)
  • Meeting and Dispute Resolution Practical — Learners role-play an annual general meeting and a dispute resolution session, including drafting agendas, minutes, and a mediation outcome. (4h)
  • Strategic Planning Practical — Learners develop a strategic plan for a community scheme, including a SWOT analysis, goals, action plans, and performance indicators. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
