Description

This course equips learners with the knowledge and skills to manage the transportation of abnormal loads safely and efficiently, in compliance with South African road traffic legislation. It covers route planning, permit applications, load securing, and risk management to ensure legal and safe movement of oversized or heavy cargo.

Course Outline

Day 1: Foundations of Abnormal Load Transportation

Objectives:
• Understand the definition and legal framework for abnormal loads in South Africa.
• Identify key stakeholders and their roles in abnormal load transport.
• Explain the permit application process and documentation requirements.
• Recognize different types of abnormal loads and their characteristics.
• Describe the basic principles of route planning for abnormal loads.

Topics:
• Introduction to abnormal loads: definition, dimensions, and mass limits.
• Legal framework: National Road Traffic Act, NRTA regulations, and SAQA standards.
• Roles and responsibilities: transporter, consignor, consignee, authorities.
• Permit types and application procedures: single trip, multiple trip, annual permits.
• Documentation: abnormal load permits, route clearance, escort requirements.
• Load characteristics: over-dimensional, overweight, indivisible loads.
• Introduction to route planning: road classifications, bridges, and obstacles.
• Safety considerations: load securement, warning signs, and escort vehicles.

Day 2: Risk Assessment and Operational Planning

Objectives:
• Conduct a comprehensive risk assessment for abnormal load transport.
• Develop a detailed transport plan including route, timing, and resources.
• Understand escort vehicle requirements and communication protocols.
• Apply load securement principles and calculate load distribution.
• Analyze case studies of past abnormal load movements.

Topics:
• Risk assessment methodology: hazard identification, risk analysis, control measures.
• Transport planning: route survey, bridge load capacity, overhead obstructions.
• Escort vehicles: types, number, equipment, and communication.
• Load securement: tie-downs, blocking, and bracing techniques.
• Load distribution: axle load limits, tire pressure, and suspension settings.
• Permits and notifications: timing, authorities, and public notifications.
• Emergency response planning: breakdowns, accidents, and adverse weather.
• Case studies: successful and failed abnormal load transport operations.

Day 3: Execution, Compliance, and Incident Management

Objectives:
• Execute an abnormal load movement following a transport plan.
• Monitor compliance with permit conditions and legal requirements.
• Manage incidents and deviations during transport.
• Complete post-trip documentation and debriefing.
• Evaluate the effectiveness of the transport process and identify improvements.

Topics:
• Pre-trip inspection: vehicle, load, escort, and documentation.
• Communication protocols: between driver, escort, and control centre.
• Monitoring compliance: speed, route adherence, and permit conditions.
• Incident management: types, response procedures, and reporting.
• Post-trip procedures: load offloading, vehicle inspection, and permit closure.
• Debriefing and documentation: incident reports, logbooks, and feedback.
• Continuous improvement: lessons learned and process updates.
• Final assessment and course wrap-up.

Practicals

Overview

The practicals provide hands-on experience in planning, executing, and managing an abnormal load transport operation. Learners will apply theoretical knowledge to real-world scenarios, including route planning, load securement, and incident management.

Practical Activities
  • Practical 1: Route Planning and Permit Application — Learners use maps and software to plan a route for an abnormal load, identify obstacles, and complete a mock permit application. (3h)
  • Practical 2: Load Securement and Inspection — Learners practice securing a simulated abnormal load using chains, straps, and blocks, then perform a pre-trip inspection. (3h)
  • Practical 3: Escort Communication and Incident Simulation — Learners simulate a convoy with escort vehicles, practicing communication protocols and responding to a simulated incident. (2h)
  • Practical 4: Post-Trip Debrief and Reporting — Learners complete post-trip documentation, including incident reports and logbooks, and participate in a debriefing session. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
