Description

This course equips learners with the knowledge and practical skills to safely operate a Mobile Elevating Work Platform (MEWP). It covers pre-operational checks, hazard identification, load management, and emergency procedures in compliance with South African health and safety regulations.

Course Outline

Day 1: Introduction to MEWP Safety and Regulations

Objectives:
• Understand the purpose and scope of MEWP operation training
• Identify relevant legislation, standards, and codes of practice
• Recognise the roles and responsibilities of operators and supervisors
• Explain the consequences of non-compliance with safety regulations

Topics:
• Overview of MEWP types and applications
• South African legislative framework: OHS Act, SANS standards
• Employer and employee duties
• Incident statistics and case studies
• Introduction to risk assessment and hazard identification

Day 2: MEWP Types, Components, and Pre-Use Inspection

Objectives:
• Differentiate between various MEWP categories (scissor lifts, boom lifts, etc.)
• Identify key components and their functions
• Conduct a thorough pre-use inspection according to manufacturer guidelines
• Document inspection findings correctly

Topics:
• MEWP classifications: Group A, Group B, Type 1, 2, 3
• Major components: chassis, platform, controls, safety devices
• Daily pre-use inspection checklist
• Hydraulic, electrical, and mechanical systems overview
• Logbook and record-keeping requirements

Day 3: Hazard Identification and Risk Assessment

Objectives:
• Identify common hazards associated with MEWP operation
• Apply risk assessment methodologies (e.g., hierarchy of controls)
• Develop control measures for specific workplace scenarios
• Understand the importance of site-specific risk assessments

Topics:
• Hazard categories: falling objects, tip-overs, entrapment, electrical, weather
• Risk assessment process: identify, evaluate, control, review
• Safe exclusion zones and ground conditions
• Personal protective equipment (PPE) requirements
• Emergency procedures and rescue plans

Day 4: MEWP Controls and Safe Operating Procedures

Objectives:
• Demonstrate understanding of control functions (drive, lift, steer)
• Explain safe operating procedures for different MEWP types
• Describe proper platform loading and weight distribution
• Identify factors affecting stability and safe operation

Topics:
• Control panel layout and functions
• Operating in various terrains and weather conditions
• Traveling with and without platform elevation
• Safe approach to obstacles and overhead hazards
• Manufacturer's operating manual interpretation

Day 5: Practical Operations - Basic Manoeuvres and Positioning

Objectives:
• Perform pre-use inspection and function tests
• Execute basic driving and manoeuvring in a controlled area
• Demonstrate safe platform raising, lowering, and positioning
• Apply proper communication signals with ground personnel

Topics:
• Hands-on pre-use inspection
• Low-speed driving exercises
• Platform elevation and rotation drills
• Positioning near structures and obstacles
• Hand signals and radio communication protocols

Day 6: Practical Operations - Advanced Scenarios and Emergency Procedures

Objectives:
• Operate MEWP in simulated workplace conditions
• Respond correctly to emergency situations (e.g., power loss, tip-over)
• Perform safe descent using auxiliary controls
• Demonstrate proper shutdown and parking procedures

Topics:
• Navigating confined spaces and uneven terrain
• Simulated emergency descent and rescue
• Responding to control malfunctions
• Post-operation inspection and storage
• Troubleshooting common operational issues

Day 7: Assessment and Certification Preparation

Objectives:
• Consolidate theoretical and practical knowledge
• Complete written assessment covering all course outcomes
• Demonstrate competence in practical examination
• Understand certification requirements and renewal process

• Review of key concepts and procedures
• Written test (theory)
• Practical skills assessment

• Certification documentation and validity

Overview

The practical component provides supervised hands-on experience with MEWP operation, including pre-use inspections, manoeuvring, positioning, and emergency procedures. Learners apply theoretical knowledge in realistic scenarios to develop safe and competent operating skills.

Practical Activities
  • Pre-Use Inspection and Function Tests — Learners conduct a full pre-use inspection on a MEWP, including visual checks, fluid levels, and function tests of all controls and safety devices. (4h)
  • Basic Manoeuvring and Platform Control — Learners practice driving, steering, raising, lowering, and rotating the platform in a marked course, focusing on smooth and safe operation. (6h)
  • Positioning and Obstacle Avoidance — Learners navigate obstacles, position the platform near structures, and operate in confined spaces simulating real work conditions. (6h)
  • Emergency Procedures and Shutdown — Learners practice emergency descent using auxiliary controls, respond to simulated power loss, and perform correct shutdown and parking. (4h)
  • Practical Skills Assessment — Learners are assessed on a comprehensive practical test covering pre-use inspection, operation, positioning, and emergency response. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
