Description

This course equips casino supervisors and compliance officers with the knowledge and skills to monitor and enforce legislative compliance in a casino environment. Participants will learn to interpret relevant legislation, conduct compliance checks, and implement corrective actions to ensure adherence to legal requirements.

Target Audience

This course is designed for casino floor supervisors, compliance officers, and managers responsible for ensuring legislative compliance in a casino setting.

Prerequisites

None — open enrollment. However, learners should be employed or have experience in a casino environment.

Course Outline

Day 1: Introduction to Casino Legislative Compliance

Objectives:
• Understand the South African gambling regulatory framework
• Identify key legislation governing casino operations
• Explain the roles of the National Gambling Board and provincial authorities
• Define compliance monitoring and its importance in the casino industry

• Overview of South African gambling laws (National Gambling Act, provincial acts)

• Principles of compliance monitoring

Day 2: Casino Operations and Regulatory Requirements

Objectives:
• Describe standard casino operational procedures
• Identify regulatory requirements for gaming equipment and systems
• Understand responsible gambling practices
• Recognize money laundering prevention measures

• Casino floor layout and game types (table games, slots)
• Technical standards for gaming machines and software
• Responsible gambling programmes
• Anti-money laundering (AML) compliance
• Customer due diligence and reporting obligations
• Record-keeping and reporting requirements

Day 3: Compliance Monitoring Techniques and Tools

• Apply monitoring techniques to detect non-compliance

• Interpret surveillance data and reports

Day 4: Supervision and Enforcement of Compliance

Overview

The practicals provide hands-on experience in compliance monitoring through simulated casino scenarios, mock audits, and interactive exercises. Learners will apply theoretical knowledge to real-world situations, reinforcing skills in detection, reporting, and corrective action.

Practical Activities
  • Simulated Casino Floor Monitoring — Learners observe a simulated casino floor and identify compliance breaches (e.g., underage gambling, irregular transactions) using monitoring tools and checklists. (6h)
  • Mock Regulatory Inspection — Learners conduct a mock inspection of a simulated casino, reviewing records, gaming equipment, and responsible gambling measures, then produce an inspection report. (4h)
  • Incident Response Role-Play — Learners role-play a compliance breach scenario (e.g., suspected money laundering), practising investigation, reporting, and corrective action steps. (3h)
  • Data Analysis and Reporting Exercise — Learners analyse sample casino transaction data to detect anomalies, then generate a compliance report summarising findings and recommendations. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
