Course Outline

Day 1: Introduction to Transport Economics

Objectives:

• Describe the basic principles of demand and supply in transport

Day 2: Transport Demand and Supply

Objectives:
• Analyse factors influencing transport demand
• Distinguish between passenger and freight transport demand
• Explain the concept of elasticity in transport
• Describe supply characteristics in different transport modes
• Calculate simple demand and supply scenarios

Topics:
• Determinants of transport demand
• Price and income elasticity of demand
• Cross-elasticity between modes
• Supply characteristics: fixed and variable costs
• Supply in road, rail, air, and maritime transport
• Equilibrium price and quantity
• Practical exercise: elasticity calculations

Day 3: Transport Costs and Pricing

Objectives:
• Identify different types of transport costs (fixed, variable, operating)
• Explain cost structures for various modes
• Apply cost allocation methods
• Understand pricing strategies in transport
• Analyse the impact of pricing on user behaviour

• Classification of transport costs
• Cost functions: economies of scale and density
• Costing methods: marginal, average, total cost
• Pricing approaches: cost-plus, value-of-service, marginal cost pricing
• Subsidies and cross-subsidisation

Day 4: Transport Market Structure and Regulation

• Describe different market structures in transport (monopoly, oligopoly, competition)
• Explain the rationale for transport regulation
• Analyse the effects of deregulation and privatisation
• Understand the role of transport authorities in South Africa
• Evaluate regulatory impacts on efficiency and equity

Day 5: Transport Investment and Project Appraisal

• Understand the principles of transport investment appraisal
• Apply cost-benefit analysis to transport projects
• Evaluate financial and economic viability
• Consider environmental and social impacts
• Interpret key appraisal metrics (NPV, IRR, BCR)

• Investment appraisal techniques
• Cost-benefit analysis framework

• Discounting and net present value (NPV)
• Internal rate of return (IRR) and benefit-cost ratio (BCR)

Day 6: Transport Policy and Planning

• Analyse South African transport policy frameworks
• Understand the National Transport Master Plan (NATMAP)
• Discuss integrated transport planning
• Evaluate policy instruments (taxes, subsidies, regulations)
• Assess the role of transport in spatial planning

• National Transport Master Plan (NATMAP) 2050
• Integrated transport plans (ITPs) at municipal level
• Policy instruments: fuel levies, tolls, subsidies

Day 7: Current Issues and Future Trends in Transport Economics

• Identify current challenges in South African transport (congestion, emissions, safety)
• Discuss the impact of technology (e-hailing, autonomous vehicles)
• Explore sustainability and green transport economics
• Synthesise course content through case studies
• Prepare for assessment and final Q&A

Practicals

Overview

Practicals provide hands-on experience with transport cost calculations, demand analysis, and project appraisal tools. Learners will work through real-world scenarios using spreadsheets and case study data to reinforce theoretical concepts.

Practical Activities
  • Practical 1: Demand Elasticity Calculations — Using provided data on passenger and freight transport, learners calculate price and income elasticities and interpret results. (5h)
  • Practical 2: Cost Analysis and Pricing Exercise — Learners allocate costs to a transport operation, compute average and marginal costs, and determine optimal pricing under different scenarios. (6h)
  • Practical 3: Project Appraisal Using Cost-Benefit Analysis — Using a spreadsheet, learners perform a cost-benefit analysis for a proposed transport infrastructure project, calculating NPV, IRR, and BCR. (6h)
  • Practical 4: Policy Simulation and Group Presentation — In groups, learners simulate a transport policy decision (e.g., introducing a congestion charge) and present their economic rationale. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
