Course Outline

Day 1: Introduction to Municipal Governance and Structures

Objectives:
• Understand the constitutional and legislative framework for municipalities in South Africa.
• Identify the different types of municipalities and their structures.
• Describe the roles of key municipal departments.
• Explain the concept of cooperative governance.

Topics:
• Overview of the Constitution and Municipal Structures Act
• Types of municipalities: metropolitan, district, and local
• Organisational structure of a typical municipality
• Key departments: finance, planning, infrastructure, community services, etc.
• Introduction to interdepartmental linkages
• The role of traditional authorities in municipalities

Day 2: Departmental Functions - Finance and Administration

Objectives:
• Describe the functions of the finance department in budgeting, revenue collection, and expenditure.
• Understand the role of the administration department in records management and HR.
• Explain the importance of supply chain management and procurement.
• Identify internal control mechanisms and audit processes.

Topics:
• Municipal budget process and IDP alignment
• Revenue management: property rates, service charges, grants
• Expenditure management and financial reporting
• Supply chain management policies
• Human resources: recruitment, performance management, labour relations
• Records management and customer care

Day 3: Departmental Functions - Planning and Development

Objectives:
• Understand the role of the planning department in spatial development and land use.
• Describe the functions of the development and social services departments.
• Explain the process of integrated development planning (IDP).
• Discuss the role of environmental health and housing.

• Spatial planning and land use management
• Integrated Development Plan (IDP) formulation
• Building control and enforcement
• Housing delivery and informal settlement upgrading
• Environmental health services
• Social development: libraries, museums, community halls

Day 4: Departmental Functions - Infrastructure and Technical Services

Objectives:
• Describe the functions of infrastructure and technical services departments.
• Understand the management of water, sanitation, electricity, and roads.
• Explain the role of engineering services in maintenance and capital projects.
• Identify the importance of asset management.

• Water and sanitation services: supply, treatment, distribution
• Electricity reticulation and maintenance
• Roads and stormwater management
• Solid waste management
• Fleet management
• Asset management and maintenance planning

Day 5: Inter-Linkages and Communication Between Departments

Objectives:
• Explain the importance of interdepartmental collaboration.
• Describe formal and informal communication channels.
• Understand how IDP and budget processes require cross-departmental input.
• Identify challenges to effective inter-linkages and strategies to overcome them.

Topics:
• Mechanisms for interdepartmental coordination: committees, task teams
• Integrated Development Plan as a coordination tool
• Service delivery and interdepartmental projects
• Communication protocols and information sharing
• Conflict resolution and negotiation skills
• Case studies of successful inter-linkages

Day 6: Municipal Governance and Accountability

Objectives:
• Understand the role of council, mayor, and municipal manager.
• Describe oversight mechanisms: public participation, committees, and audit.
• Explain the concept of accountability and transparency.
• Identify the role of the public in municipal governance.

• Political and administrative interface
• Council committees and their functions
• Public participation: ward committees, IDP forums, budget hearings
• Audit and performance management
• Code of conduct for councillors and officials
• Ethics and anti-corruption measures

Day 7: Practical Integration and Assessment

Objectives:
• Apply knowledge of departmental roles and inter-linkages to a real-world scenario.
• Demonstrate understanding of integrated service delivery.
• Complete a case study analysis and present findings.
• Prepare for unit standard assessment.

• Group case study: analyse a municipal service delivery issue
• Identify departmental contributions and inter-linkages
• Develop recommendations for improvement
• Presentation of case study findings
• Review of unit standard outcomes
• Final assessment preparation

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
