This course equips participants with the skills to design and facilitate effective workshops that support local economic development (LED) initiatives. Course Outline

Day 1: Foundations of Workshop Facilitation for LED

Objectives:
• Understand the role of facilitation in Local Economic Development (LED)
• Identify key principles of adult learning and participatory methods
• Recognise the facilitator's responsibilities and ethical considerations
• Explore the LED context and stakeholder dynamics
• Establish a safe and inclusive learning environment

Topics:
• Introduction to LED and the role of workshops
• Principles of adult learning (andragogy)
• Facilitator vs. trainer: roles and competencies
• Creating a conducive learning environment
• Overview of participatory facilitation techniques
• Ethical considerations and confidentiality
• Understanding stakeholder diversity in LED

Day 2: Planning and Designing Participatory Workshops

Objectives:
• Develop clear workshop objectives aligned with LED goals
• Design interactive session plans using participatory tools
• Select appropriate facilitation methods for diverse audiences
• Prepare materials and logistics for effective workshops
• Anticipate and mitigate potential challenges

Topics:
• Setting SMART objectives for LED workshops
• Participatory tools: brainstorming, World Café, fishbowl, etc.
• Designing session plans with time allocation
• Selecting methods for different learning styles
• Preparing visual aids and handouts
• Logistics: venue, equipment, catering
• Risk management and contingency planning

Day 3: Facilitation Techniques and Group Dynamics

Objectives:
• Apply a range of facilitation techniques to engage participants
• Manage group dynamics and handle difficult behaviours
• Use questioning and active listening to deepen discussion
• Encourage equal participation and manage dominant voices
• Adapt facilitation style to group energy and needs

Topics:
• Core facilitation skills: paraphrasing, summarising, questioning
• Managing group dynamics: roles, norms, stages of group development
• Handling difficult participants: techniques and strategies
• Encouraging participation: icebreakers, energisers, small groups
• Non-verbal communication and body language
• Conflict resolution in workshop settings
• Adapting on the fly: flexibility and responsiveness

Day 4: LED-Specific Facilitation Applications

Objectives:
• Facilitate workshops on LED topics like value chains, local procurement, and partnerships
• Use participatory tools for stakeholder mapping and visioning
• Guide groups in developing LED action plans
• Integrate monitoring and evaluation into workshop design
• Apply facilitation to sensitive or contested LED issues

• Facilitating stakeholder mapping and analysis
• Participatory visioning and scenario planning
• Value chain analysis workshops
• Local procurement and enterprise development facilitation
• Building multi-stakeholder partnerships
• Incorporating M&E: feedback loops and reflection
• Handling conflict and power dynamics in LED contexts

Day 5: Advanced Facilitation, Assessment, and Action Planning

Objectives:
• Evaluate workshop effectiveness using participatory methods
• Provide constructive feedback to participants and stakeholders
• Develop a personal facilitation improvement plan
• Synthesise learning and create an action plan for future LED workshops
• Demonstrate confidence in facilitating a mini-workshop

• Participatory evaluation methods: plus/delta, dot voting, etc.
• Giving and receiving feedback
• Reflective practice and continuous improvement
• Creating a facilitation toolkit for LED
• Mini-workshop facilitation by participants (practical assessment)
• Peer and trainer feedback on facilitation
• Action planning for applying skills in real LED contexts

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Practicals are essential to develop hands-on facilitation skills. Learners will design, facilitate, and evaluate mini-workshops, receiving real-time feedback from peers and trainers. These sessions build confidence and competence in applying participatory techniques within LED contexts.

Practical Activities
  • Icebreaker and Energiser Practice — Learners take turns leading short icebreakers or energisers, then receive peer and trainer feedback on engagement and adaptability. (2h)
  • Session Design and Micro-Facilitation — In pairs, learners design a 30-minute participatory session on an LED topic, then facilitate it for a small group. Peers observe and provide structured feedback. (4h)
  • Handling Difficult Participants Role-Play — Learners role-play scenarios with difficult participant behaviours (e.g., dominator, resistor, side-talker) and practice intervention techniques. (3h)
  • Full Workshop Facilitation Simulation — In groups, learners plan and facilitate a 1-hour mini-workshop on an LED topic (e.g., stakeholder mapping). The session includes opening, participatory activity, and closing. Peers and trainer evaluate using a rubric. (5h)
  • Reflective Practice and Action Planning — Learners reflect on their facilitation experiences, document lessons learned, and create a personal action plan for continuous improvement. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
