Course Outline

Day 1: Introduction to Disaster Risk Assessment

Objectives:
• Define disaster risk assessment and its importance
• Understand the legal and policy framework in South Africa
• Identify key terminology and concepts
• Differentiate between hazard, vulnerability, and risk

• Overview of disaster risk management
• SA legal framework: Disaster Management Act, NDMF
• Key concepts: hazard, exposure, vulnerability, capacity, risk
• Types of disasters and their characteristics
• Role of risk assessment in disaster risk reduction

Day 2: Hazard Identification and Analysis

Objectives:
• Identify various natural and human-made hazards
• Apply hazard analysis techniques
• Use hazard mapping tools
• Prioritize hazards based on likelihood and impact

Topics:
• Classification of hazards
• Hazard identification methods (checklists, historical data, expert judgment)
• Hazard analysis: frequency, magnitude, duration
• Introduction to hazard mapping (GIS basics)
• Hazard prioritization matrices

Day 3: Vulnerability and Capacity Assessment

Objectives:
• Understand vulnerability dimensions (physical, social, economic, environmental)
• Assess community vulnerabilities
• Evaluate existing capacities and coping mechanisms
• Integrate vulnerability into risk assessment

• Vulnerability frameworks (PAR model, exposure-sensitivity-resilience)

Day 4: Risk Analysis Methodologies

Day 5: Data Collection and Management for Risk Assessment

Day 7: Community-Based Disaster Risk Assessment (CBDRA)

Day 9: Technological and Biological Hazard Risk Assessment

Objectives:

• Assess biological hazards (pandemics, epidemics)
• Apply specific risk assessment methods for these hazards
• Understand cascading effects

Day 10: Risk Communication and Reporting

Day 12: Capstone Project and Course Review

Practicals

Overview

Practicals are essential for developing hands-on skills in hazard mapping, vulnerability assessment, data collection, and GIS-based risk analysis. Learners apply theoretical knowledge to real-world scenarios through fieldwork, software exercises, and group projects.

Practical Activities
  • Practical 1: Hazard Mapping and GIS Exercise — Learners use GIS software to create hazard maps for a selected area using provided datasets and perform overlay analysis. (12h)
  • Practical 2: Community Vulnerability Assessment Fieldwork — Learners conduct a participatory vulnerability assessment in a local community, including transect walks and focus group discussions. (12h)
  • Practical 3: Risk Analysis and Report Writing — Learners perform a quantitative risk analysis for a hypothetical scenario and write a comprehensive risk assessment report. (12h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
