Description

This course equips learners with the competencies required to establish and coordinate disaster risk management forums within a specific environment. Participants will learn to facilitate multi-stakeholder engagement, develop forum terms of reference, and ensure alignment with legislative frameworks such as the Disaster Management Act. Course Outline

Day 1: Foundations of Disaster Risk Management Forum Coordination

Objectives:
• Understand the legislative and policy framework for disaster risk management in South Africa.
• Describe the roles and responsibilities of a Disaster Risk Management Forum.
• Identify the stakeholders and their interests within a forum.
• Explain the principles of effective forum coordination.
• Apply basic meeting management techniques.

Topics:
• Introduction to disaster risk management legislation (Disaster Management Act, 2002).
• Overview of the National Disaster Management Framework.
• Purpose and functions of a Disaster Risk Management Forum.
• Stakeholder identification and mapping.
• Roles and responsibilities of the forum coordinator.
• Principles of effective coordination and communication.
• Meeting management: agendas, minutes, and action items.
• Case study: A successful forum in a South African municipality.

Day 2: Operational Coordination and Stakeholder Engagement

Objectives:
• Develop a stakeholder engagement strategy for the forum.
• Facilitate inclusive and productive forum meetings.
• Manage conflict and build consensus among diverse stakeholders.
• Monitor and evaluate forum performance.
• Prepare reports and feedback mechanisms.

• Stakeholder engagement strategies: communication plans and feedback loops.
• Facilitation techniques for multi-stakeholder forums.
• Conflict resolution and consensus building.
• Monitoring and evaluation of forum activities.
• Reporting requirements: quarterly and annual reports.

Day 3: Advanced Coordination and Continuous Improvement

Objectives:
• Integrate disaster risk reduction principles into forum operations.
• Develop a forum work plan aligned with local risk profiles.
• Implement continuous improvement processes.
• Evaluate the impact of the forum on community resilience.
• Prepare a sustainability plan for the forum.

• Linking forum activities to disaster risk reduction and climate adaptation.
• Developing a forum annual work plan.
• Performance indicators and impact assessment.
• Continuous improvement: lessons learned and best practices.
• Sustainability planning: institutionalizing the forum.
• Networking and partnerships with other forums.
• Presentation of group work: forum improvement plan.

Practicals

8 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions provide hands-on experience in facilitating forum meetings, managing stakeholder engagement, and developing coordination plans. Learners apply theory to realistic scenarios to build competence.

Practical Activities
  • Simulated Forum Meeting — Learners role-play as forum members and coordinator to conduct a structured meeting, including agenda setting, facilitation, and minute-taking. (3h)
  • Stakeholder Engagement Plan Development — In groups, learners develop a stakeholder engagement plan for a hypothetical local forum, identifying key stakeholders and communication strategies. (3h)
  • Forum Work Plan Creation — Learners create a one-year work plan for a disaster risk management forum, aligning activities with local risk priorities and available resources. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
