Course Outline

Day 1: Foundations of Skills Development and the National Qualifications Framework (NQF)

Objectives:
• Understand the purpose and structure of the NQF and its role in workplace learning.
• Identify key legislation: Skills Development Act, Skills Development Levies Act, and Employment Equity Act.
• Explain the role of Sector Education and Training Authorities (SETAs) and the Quality Council for Trades and Occupations (QCTO).
• Define skills development terminology: learnerships, apprenticeships, internships, and skills programmes.

• NQF levels, credits, and qualifications
• Key pieces of legislation and their implications for organisations
• Roles and responsibilities of SETAs, QCTO, and SAQA
• Types of workplace learning programmes

Day 2: Organisational Transformation and the Skills Development Imperative

Objectives:
• Link skills development to organisational transformation and Broad-Based Black Economic Empowerment (B-BBEE).
• Analyse the Skills Development Element of the B-BBEE scorecard.
• Identify how skills development supports employment equity and diversity.
• Evaluate the business case for investing in skills development.

Day 3: Conducting a Skills Audit and Identifying Training Needs

• Conduct a skills audit using appropriate tools and methodologies.
• Analyse organisational skills gaps in relation to strategic objectives.
• Identify priority training needs for different employee categories.
• Document findings in a skills audit report.

• Mapping current skills against job profiles and NQF levels

Day 4: Designing and Developing a Workplace Skills Plan (WSP)

Objectives:
• Structure a Workplace Skills Plan (WSP) that aligns with organisational goals.
• Set SMART learning objectives for planned interventions.
• Select appropriate learning interventions: formal, informal, and on-the-job.
• Ensure the WSP meets SETA requirements and submission deadlines.

• Components of a compliant WSP
• Aligning WSP with organisational strategy and transformation goals
• Choosing learning interventions: learnerships, skills programmes, short courses
• Budgeting for skills development
• WSP submission process and timelines

Day 5: Implementing Learning Programmes and Managing Stakeholders

Objectives:
• Plan the implementation of learning programmes from the WSP.
• Manage relationships with training providers, SETAs, and internal stakeholders.
• Coordinate logistics: scheduling, venues, materials, and learner support.
• Address barriers to learning and participation.

Day 6: Assessment, Moderation, and Recognition of Prior Learning (RPL)

• Implement RPL processes to recognise informal and non-formal learning.
• Develop assessment plans for workplace learning programmes.
• Ensure assessment practices meet quality assurance requirements.

Day 7: Monitoring, Evaluation, and Reporting on Skills Development

Objectives:
• Develop monitoring and evaluation (M&E) frameworks for skills programmes.
• Collect and analyse data on learning outcomes and impact.
• Prepare reports for management, SETA, and B-BBEE verification.
• Use evaluation findings to improve future interventions.

• M&E frameworks: logic models, indicators, and data sources
• Measuring return on investment (ROI) and return on expectation (ROE)
• Reporting formats: WSP annual reports, training registers, and impact assessments
• Continuous improvement through feedback loops

Day 8: Managing Learnerships, Apprenticeships, and Internships

Objectives:
• Understand the legal and administrative requirements for learnerships and apprenticeships.
• Manage the learner lifecycle: recruitment, contracting, training, and completion.
• Ensure workplace environments are conducive to learning.
• Address challenges specific to learnerships and internships.

• Learnership agreements, stipends, and tax implications
• Apprenticeship frameworks and trade testing
• Internship programmes and graduate development
• Roles of the employer, training provider, and SETA
• Case studies: effective management of learnerships

Day 9: Strategic Integration and Practical Application

Objectives:
• Integrate skills development into overall organisational strategy.
• Develop a comprehensive skills development implementation plan.
• Present a skills development portfolio for B-BBEE verification readiness.
• Reflect on ethical considerations and sustainability of learning initiatives.

Topics:
• Aligning skills development with HR, transformation, and business strategy
• Building a learning culture and sustaining momentum
• Preparing for B-BBEE skills development verification
• Ethical practices in skills development: fairness, transparency, and equity
• Final assessment and action planning

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
