Course Outline

Day 1: Foundations of Public Sector Customer Service

Objectives:
• Understand the unique context of customer service in the South African public sector.
• Identify key legislative and policy frameworks governing public service delivery.
• Recognise the Batho Pele principles and their application.
• Distinguish between internal and external customers.
• Describe the service delivery value chain.

• Introduction to customer service in the public sector
• Overview of the Constitution, Public Service Act, and Batho Pele principles
• The role of government and citizen expectations
• Internal vs external customers
• Service delivery value chain and touchpoints
• Common challenges in public sector customer service
• Professional ethics and code of conduct

Day 2: Communication and Interpersonal Skills

Objectives:
• Apply effective verbal and non-verbal communication techniques.
• Demonstrate active listening and empathy in customer interactions.
• Manage conflict and handle complaints professionally.
• Adapt communication style to diverse customers.
• Use appropriate language and tone in written and oral communication.

• Principles of effective communication

• Dealing with difficult customers and conflict resolution
• Complaint handling procedures and escalation
• Communication with diverse populations (language, culture, disability)
• Telephone and email etiquette

Day 3: Service Delivery Excellence and Continuous Improvement

Objectives:
• Apply Batho Pele principles to improve service delivery.
• Use feedback mechanisms to monitor and enhance customer satisfaction.
• Implement problem-solving and decision-making techniques.
• Understand the role of technology in public sector service delivery.
• Develop a personal action plan for continuous improvement.

10 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions are integrated throughout the course to allow learners to apply communication, complaint handling, and service delivery improvement techniques in simulated public sector scenarios. These hands-on activities reinforce theoretical concepts and build confidence in real-world interactions.

Practical Activities
  • Role-Play: Handling Customer Complaints — Learners pair up to simulate a complaint scenario (e.g., long queue, incorrect information) and practice active listening, empathy, and resolution steps. (3h)
  • Service Delivery Simulation: Applying Batho Pele Principles — Teams work through a simulated service delivery challenge (e.g., improving access to a service point) and present a solution incorporating Batho Pele principles. (3h)
  • Feedback Analysis Exercise — Learners analyse sample customer feedback (surveys, complaints) and identify trends, root causes, and recommend corrective actions. (2h)
  • Personal Action Plan Development — Each learner develops a personal action plan to improve their own customer service practices, including specific goals, resources, and timelines. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • Each certificate is a branded PDF with the delegate's name, the course title, the unit standard ID, NQF level, credits, and the date of issue.
  • You can download or print your certificate from your LMS dashboard at any time after issue — there's no reissue fee and no expiry date.
  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
