This course equips learners with a thorough understanding of the constitutional and legislative framework that governs public sector policy in South Africa. Course Outline

Day 1: Foundations of Government and Public Policy

Objectives:
• Understand the structure and branches of the South African government.
• Explain the constitutional framework and separation of powers.
• Describe the role of public policy in governance.
• Identify key government institutions and their functions.
• Outline the policy development cycle.

Topics:
• Overview of the South African government: national, provincial, and local spheres.
• The Constitution and Bill of Rights.
• Separation of powers: executive, legislature, judiciary.
• Government institutions: departments, agencies, and entities.
• Introduction to public policy: definition, purpose, and types.
• The policy cycle: agenda-setting, formulation, adoption, implementation, evaluation.
• Stakeholders in policy-making: citizens, interest groups, and media.
• Case study: a simple policy example (e.g., housing policy).

Day 2: Mechanics of Policy Formulation and Implementation

Objectives:
• Analyse the policy formulation process in detail.
• Understand the role of evidence and research in policy-making.
• Examine implementation challenges and strategies.
• Evaluate the impact of policy on service delivery.
• Discuss intergovernmental relations and coordination.

Topics:
• Policy formulation: problem definition, policy analysis, and option generation.
• Evidence-based policy: data collection, research methods, and use of statistics.
• Policy instruments: legislation, regulation, incentives, and programmes.
• Implementation frameworks: top-down vs. bottom-up approaches.
• Challenges in implementation: capacity, resources, and political will.
• Intergovernmental relations: cooperation and conflict across spheres.
• Monitoring and evaluation: indicators, reporting, and feedback loops.
• Case study: analysis of a current South African policy (e.g., NHI or energy policy).

Day 3: Advanced Applications and Practical Integration

Objectives:
• Apply policy analysis tools to real-world scenarios.
• Develop skills in policy recommendation and communication.
• Understand the role of ethics and accountability in public policy.
• Synthesise learning through a simulated policy exercise.
• Prepare a policy brief or recommendation report.

Topics:
• Policy analysis tools: cost-benefit analysis, SWOT, and stakeholder mapping.
• Ethics in public policy: transparency, integrity, and public trust.
• Accountability mechanisms: oversight, audits, and public participation.
• Policy communication: writing policy briefs and presenting to decision-makers.
• Simulated policy exercise: groups develop a policy proposal on a current issue.
• Peer review and feedback on policy proposals.
• Reflection on course learning and application to workplace.
• Action planning for implementing policy skills on the job.

Practicals

12 hours of practicals To be conducted online or on-campus or in-house
Overview

Practicals provide hands-on experience in policy analysis and formulation. Learners engage in simulated policy exercises, stakeholder mapping, and writing policy briefs, reinforcing theoretical concepts through application.

Practical Activities
  • Policy Analysis Simulation — Learners work in groups to analyse a real-world policy problem using evidence and stakeholder mapping. (4h)
  • Policy Brief Writing Workshop — Learners draft a policy brief on a selected topic, focusing on clear communication and recommendations. (4h)
  • Simulated Policy-Making Exercise — Groups role-play as a government task force to develop a policy proposal from problem identification to final presentation. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
