Description

This course equips participants with the skills to facilitate integrated development planning processes within local government and community settings. Course Outline

Day 1: Introduction to Integrated Development Planning (IDP) and Facilitation

Objectives:
• Understand the purpose and legislative framework of IDP in South Africa
• Define the role of a facilitator in IDP processes
• Identify key stakeholders and their interests in IDP
• Explain the principles of participatory development
• Outline the IDP cycle and phases

• Overview of IDP: history, legislation (Municipal Systems Act), and policy context
• The IDP cycle: analysis, strategies, projects, integration, and approval
• Role and competencies of an IDP facilitator
• Stakeholder identification and analysis
• Principles of participatory development and community engagement
• Introduction to facilitation techniques for diverse groups

Day 2: Facilitation Skills and Techniques

Objectives:
• Apply effective communication and active listening skills
• Use questioning techniques to encourage participation
• Manage group dynamics and conflict constructively
• Demonstrate neutrality and impartiality in facilitation
• Adapt facilitation style to different audiences

• Core facilitation skills: active listening, paraphrasing, summarizing
• Techniques for encouraging participation: brainstorming, nominal group technique, world café
• Managing difficult participants and group dynamics
• Conflict resolution strategies in community settings

Day 3: Stakeholder Engagement and Participation

Objectives:
• Identify and map stakeholders in the IDP process
• Design inclusive engagement strategies for marginalized groups
• Apply tools for community consultation and feedback
• Understand power dynamics and ensure equitable participation
• Evaluate stakeholder engagement effectiveness

Day 4: IDP Analysis Phase - Data Collection and Needs Assessment

• Facilitate community needs assessment using participatory methods
• Analyze quantitative and qualitative data for IDP
• Identify priority issues and root causes
• Ensure data accuracy and representation
• Document findings for strategy formulation

• Participatory rural appraisal (PRA) tools: transect walks, seasonal calendars, mapping
• Data collection methods: interviews, questionnaires, community meetings
• Analyzing data: problem tree analysis, SWOT analysis
• Prioritization techniques: pairwise ranking, scoring

Day 5: Strategy Formulation and Project Identification

• Facilitate development of vision, goals, and objectives
• Translate needs into strategic interventions
• Identify and prioritize projects with stakeholders
• Align strategies with national and provincial plans
• Develop logical frameworks for projects

• Visioning exercises: creating a shared community vision

Day 6: Budgeting and Resource Mobilization

• Understand municipal budgeting processes and IDP integration
• Facilitate budget prioritization with communities
• Identify potential funding sources and partnerships
• Develop cost estimates for IDP projects
• Promote transparency and accountability in resource allocation

• Overview of municipal budgeting: MTREF, capital vs operational budgets
• Linking IDP priorities to budget allocations
• Participatory budgeting techniques
• Resource mobilization: grants, private sector, NGOs
• Cost estimation methods for community projects
• Practical: simulate a budget prioritization exercise

Day 7: Integration, Approval, and Implementation

Objectives:
• Facilitate integration of sector plans into the IDP
• Understand the approval process and council adoption
• Develop implementation plans with timelines and responsibilities
• Monitor and evaluate IDP implementation
• Manage changes and adaptive management

• Sector plan integration: LED, SDF, water services, transport
• IDP review and approval process: public hearings, council adoption
• Implementation planning: action plans, Gantt charts
• Monitoring and evaluation frameworks
• Reporting on progress and adaptive management
• Practical: draft an implementation plan

Day 8: Communication, Reporting, and Documentation

• Communicate IDP processes and outcomes effectively
• Prepare clear and accessible reports for diverse audiences
• Document facilitation processes and decisions
• Use visual aids and summaries for better understanding
• Ensure transparency and accountability through documentation

• Documentation of facilitation: meeting records, decision logs

Day 9: Review, Evaluation, and Continuous Improvement

• Evaluate the IDP facilitation process and outcomes
• Identify lessons learned and best practices
• Develop recommendations for future IDP cycles
• Understand the role of feedback in continuous improvement
• Prepare a final report and presentation

• Evaluation methods: participatory evaluation, surveys, interviews
• Capturing lessons learned and best practices

• Closing the IDP cycle: handover and next steps

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
